Description of the requirement:
The Canadian Nuclear Safety Commission has a requirement for a team of 4 resources as indicated above.
Scope
CNSC requires professional services of a team made up of the following (4) resources, on an as required basis, to carry out and deliver a pilot implementation of Microsoft Dynamics CRM 2013 for two of the licensing and compliance processes, as well as the contact management solution in support of the two pilot cases. The main goal of the pilot project is to automate the selected case processes, in order to demonstrate that the system can support the CNSCs licensing and compliance processes within an integrated environment and can meet both technical and functional requirements.
Summary of Duties for each resource
One (1) Level 3 Technology Architect (Lead Architect)
The lead technology architect will develop the Dynamics CRM long-term implementation strategy, the solution architecture, and the implementation roadmap that will clearly identify the implementation goals, objectives, risks and outcomes, the delivery approach, the implementation work packages, the level of effort and timelines, and the deliverables / documentation required.
The lead technology architect will elaborate in detail the best approach for implementing Dynamics CRM at the CNSC; provide guidelines, framework and support to the intermediate technology architect, the business analyst, and the programmer analyst to fulfill their responsibilities. The lead technology architect will support the CNSC project management team by providing input to the project schedule, cost estimates, resource plan, and the project management plan as a whole.
The lead technology architect will provide leadership and oversight to the contractor’s team in fulfilling the tasks and deliverables identified in the Statement of Work. The Lead Architect will be accountable to IMTD for status updates, progress reports, resolution of issues and the completion of the team’s deliverables
One (1) Level 2 Technology Architect (Intermediate Architect)
The intermediate technology architect will support the lead architect in fulfilling his/her responsibilities by executing on and producing the deliverables in accordance with the solution architecture, the long-term implementation strategy and the implementation roadmap identified by the lead architect.
One (1) Level 2 Business Analyst
The business analyst will gather and document the business requirements as well as the non-functional requirements for the two (2) pilot cases identified by IMTD and the contact management solution in support of those pilot cases for implementation in CRM Dynamics. The business analyst will follow the methodology and the delivery approach identified by the lead architect and approved by IMTD. The business analyst will also create all the necessary documents to allow for a sound design / configuration of Dynamics CRM in accordance with the guidelines and framework provided by the lead architect and approved by IMTD. The business analyst will also contribute to the development of the long-term implementation strategy and the implementation roadmap as instructed by the lead architect and approved by IMTD. All deliverables by the business analyst must align with the long-term implementation strategy and the implementation roadmap.
One (1) Level 2 Programmer Analyst
The programmer analyst is expected to develop the two (2) pilot cases and the supporting contact management solution using the Microsoft Dynamics xRM Application Framework and utilize all the capabilities of the platform to meet the requirements. The software must be developed using both the Microsoft Dynamics CRM 2013 interface customizer and the Microsoft Dynamics CRM 2013 Software Development Kit (SDK). The programmer analyst will implement data models in CRM that fit the framework based on a traditional data model provided. The programmer analyst will develop business logic using C#, develop workflows when appropriate and develop interfaces with various internal CNSC web services when required. It is expected that web resources will be developed using HTML (HyperText Markup Language), XML (Extensible Markup Language), JavaScript, Java Script Object Notation (JSON) and Cascading Style Sheets (CSS).

Responsibilities/Tasks
The specific tasks are subject to approval under the task authorization terms of the contract.
Lead Architect
- Provide leadership and oversight to the contractor’s team in fulfilling the tasks and deliverables identified in the Statement of Work. The Lead Architect will be accountable to IMTD for status updates, progress reports, resolution of issues and the completion of the team’s deliverables.
- Review and analyze business architecture and detailed requirements
- Translate business requirements into well-architected solutions that best leverage the Microsoft Dynamics CRM platform while allowing for future growth
- Assess CNSC case type requirements and document implementation plan, schedule and budget
- Lead application design workshops and working sessions to discuss the business requirements and system design
- Architect and document technical solutions that are aligned with client business objectives
- Manage the technical delivery of configuration, integrations, and data migration elements of a Microsoft Dynamics CRM implementation
- Develop solutions and interfaces leveraging the Microsoft Dynamics CRM platform
- Manage technical scopes and client expectations
- Review and analyze technical infrastructure environment, including Dynamics CRM, RDIMS, and legacy systems to understand and advise on risks and impacts to the project/solution
- Evaluate, provide and document recommendations on architecture solutions to meet the business requirements for the Case Management solution
- Establish and document best practices for the pilot implementation
- Establish and document best practices for the long-term implementation and sustainment
- Create the long-term implementation strategy and roadmap
- Create long-term sustainment plan
- Provide advice and recommendations on program scope, delivery approach, schedule, and team structure
- Provide hands-on, expert technical assistance to developers

Intermediate Architect

- Perform stakeholder analysis
- Liaise with stakeholders in order to understand the operations, structure, and policies of the involved organizations
- Elicit, analyze, and document the requirements and perform walkthroughs with the stakeholders
- Recommend best practices for documenting Dynamics CRM requirements
- Elicit, analyze, document, and model business requirements and business processes
- Write business use cases and business scenarios
- Write user stories
- Perform fit-gap analysis with respect to “as is” versus “to be” business requirements, especially with respect to the use of Dynamics CRM solution
- Collect, analyze, model, and document non-functional requirements
- Develop system requirements specifications for a smooth transition to the design / development / configuration team.
- Participate in workshops and meetings to reflect the business requirements latest updates / decisions in the business requirements document and the system requirements document.
- Work with project team from cross-functional areas to ensure proposed solution conforms to CNSC business standards and guidelines;
- Identify options for improving systems and bridging the needs of the business with the use of Dynamics CRM solution
- Identify impacts of constraints and dependencies of Dynamics CRM on scope and business requirements
- Support business clients by establishing acceptance test criteria and providing clarifications / elaboration during user acceptance testing
- Participate in continuous improvement initiatives by reviewing and providing feedback on BA templates and processes for Dynamics projects
- Transfer knowledge to CNSC staff throughout the process
Programmer Analyst
- Interpret systems requirements documents in order to configure Dynamics CRM and develop IT solutions
- Create and modify code and software
- Create and modify screens and reports
- Develop web solutions on the Microsoft Dynamics CRM 2013 xRM application framework
- Develop business process case solutions using Microsoft Dynamics CRM 2013 interface customizer, Microsoft Dynamics CRM 2013 SDK, C#, ASP.Net, .Net Frameworks 4.5, HTML, XML, JavaScript, JSON and CSS
- Document system design and detailed deployment instructions
- Re-use existing web services, developed by IMTD
- Maintain standard Look & Feel as defined by IMTD, when applicable
- Create/Perform unit testing of the solution modules during development;
- Respond to bug reports and fix issues in a timely fashion
- Develop simple reports using the Microsoft Dynamics CRM tool and develop more complex reports using the Microsoft SQL Server Report Builder
- Transfer knowledge to CNSC staff throughout the process
NOTE: The resource must be willing to work outside of normal working hours including weekends as and when required by the Project Authority.
Security requirement at bid closing: Valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Proposed period of contract:
CNSC requires a Team of 4 resources for this requirement. Bidders must submit one bid for all resources. CNSC intend to award one (1) contract for a team of 4 resources. The total number of days for the team will be 310 days (split between the 4 resources) for the initial period, plus 2 irrevocable options of 60 days (split between the 4 resources) each allowing Canada to extend the term of the contract.
