Description of the requirement:
PCH has a requirement for informatics professional support specialist services and the deliverables associated with them; such services and deliverables taken together referred to as Services. The Services will support the EDRMS project.
The deployment of an EDRMS solution, that supports and enables the accompanying Information Management policies and procedures, will introduce full life-cycle management of PCH unstructured information, thereby enabling higher confidence decision making and productivity at all levels, retention of corporate knowledge and compliance with the Government of Canada Directive on Recordkeeping. An EDRMS solution will enable the shift to electronic records, thereby reducing the volumes and cost of both electronic and paper transactions and storage. Introducing an EDRMS solution into PCH in the near term will provide the enterprise standard and foundation that other projects with IM requirements can build upon. Further, the near term implementation of an EDRMS solution will support the achievement of many of the departments programs. As PCH continues to increase the volume of unstructured information within its business and corporate holdings, the need for an EDRMS solution will also grow. The implementation of an EDRMS solution improves accountability and transparency as information is consistently tracked within the limits of the Privacy Act and the principles of “need to know”. An EDRMS solution supports service excellence as employees and decision makers will be able to find, consolidate and share accurate information across the Department.
The Contractor will provide the Services to support PCH business and technology requirements under PCH’s mandate by ensuring that operational demands are maintained and internally available resources and skill sets are supplemented. Technical advancements are required to manage activities such as grant and contribution programs, national event planning and other priority programs at PCH.
The implementation of an EDRMS solution within PCH requires both technological and business change. Experience within the Government of Canada and industry has shown that EDRMS solutions are now proven technology and therefore the bulk of the project effort and leadership needs to be focused on the change management aspects of implementation. PCH will implement a new document and records management practice based upon OpenText products procured for the Government of Canada’s GCDOCS V2.0 program. (GCDOCS V2.0 is the Government of Canada licensed solution built upon OpenText Content Server 2010). Moving to implement a GCDOCS within PCH puts the Department on the path to an enterprise information environment that is trusted, inspires confidence, delivers efficiency across the Department and supports the achievement of both PCH’s operational mandate as well as compliance with Government of Canada policy and direction.
Proposed period of contract:
The proposed period of contract shall be from award of contract to April 2015 to March 31, 2016 with 1 option year.
