Task-Based Informatics Professional Services (TBIPS) Requirement
This bid solicitation is being issued to satisfy the requirement
of the Department of Public Works and Government Services Canada
(the "Client") for Task-Based Informatics Professional Services
(TBIPS) under the TBIPS Supply Arrangement (SA) method of supply.
PWGSC DISC is launching a Project to transform its document and
records management practices based upon OpenText products
procured for the Government of Canada's strategy embodied by the
GCDOCS V2.0 program. (GCDOCS V2.0 is the Government of Canada
licensed solution built upon OpenText Content Server 2010). The
Project includes the procurement, development, data migration of
existing content, testing and deployment of solutions which
integrate OpenText products and the associated business
transformation activities, policies and functional components
that govern the organization's IT environment. DISC is working
closely with Shared Services Canada and other branches within
PWGSC to deliver the GCDOCS solution, or other interim
solutions. Some federal departments and agencies are also
implementing a GCDOCS solution, into which their imaged
documents must be integrated.
PWGSC requires a variety of professional services to support the
evolution of document imaging, its operations and related
services to meet client end-to-end needs.
It is intended to result in the award of 1 contract, for 2 years
plus 2, 1-year irrevocable options allowing Canada to extend the
term of the contract.

Only TBIPS SA Holders currently holding a TBIPS SA for Tier 2 in
the National Capital Region under the EN578-055605/E series of
SAs are eligible to compete. The TBIPS SA EN578-055605/E is
incorporated by reference and forms part of this bid
solicitation, as though expressly set out in it, subject to any
express terms and conditions contained in this bid solicitation.
The capitalized terms not defined in this bid solicitation have
the meaning given to them in the TBIPS SA.
SA Holders that are invited to compete as a joint venture must
submit a bid as that joint venture SA Holder, forming no other
joint venture to bid. Any joint venture must be already
qualified under the SA #EN578-055605/E as that joint venture at
the time of bid closing in order to submit a bid.
