Task-Based Informatics Professional Services (TBIPS) Requirement

This requirement is for the Canadian Nuclear Safety Commission.

Description of the requirement:

The Canadian Nuclear Safety Commission has a requirement for one (1) Programmer/Analyst.

Summary of Duties
CNSC requires the full time professional services of one (1) Level 3 Programmer/Analyst to provide .NET development services in support of IMTD application development and enhancement of existing applications and web services.
This resource will be required to act as a Technical Lead for various IMTD .Net development or enhancement projects. This will require experience in analyzing business architecture, technical infrastructure and preparing detailed business and technical requirements in order to produce a high-level design and then to develop the application. The resource will also be required to develop and/or assist with business logic using C#, develop workflows when appropriate and develop interfaces with various internal CNSC web services if and when required.

Tasks to be performed
The Programmer Analyst Technical Lead’s tasks include but are not limited to the following:

  • Analyze technical architecture environment to advise on risks and impacts to an existing or proposed application;
  • Interpret systems requirements documents in order to develop IT solutions;
  • Review, understand, and take CNSC’s Information Management and Information Architecture requirements and recommendations into consideration when recommending solution architectures;
  • Document system design and detailed deployment instructions;
  • Develop work breakdown structure; identify resource requirements, and the level of effort estimates.
  • Create and modify code and software;
  • Create and modify screens and reports;
  • Develop multi-tier solutions (including User Interface (UI), business layer and data access layers) following Object Oriented and Service-Oriented Architecture (SOA) best practices;
  • Develop quality solutions using C#, VB.Net, ASP.Net, .Net Frameworks 4.0 and 4.5, Enterprise library 4.x and 5.x, Web Client Software Factory;
  • Develop HTML5 user interface using JavaScript, CSS, third party controls, Model View Controller (MVC) development pattern and C# for code behind as defined by IMTD standards and templates;
  • Re-use existing standard modules, developed by IMTD;
  • Maintain standard Look & Feel as defined by IMTD;
  • Create/Perform unit testing of the solution modules during development;
  • Respond to bug reports and fix issues in a timely fashion;
  • Transfer knowledge to CNSC staff throughout the process.

Note: Working beyond normal working hours, including evenings and weekends as and when required on approval from Project Authority.

Security requirement at bid closing: Valid Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

The proposed period of contract shall be from contract award plus 230 days for the initial period, plus 2 irrevocable options of 100 days each allowing Canada to extend the term of the contract.
