Description of Work:
The Canadian Foreign Service Institute (CFSI) is the primary training provider for Global Affairs Canada (GAC). CFSI along with its partners, the specialized Training Providers (STPs), offer more than 1000 diverse blended, on-line and classroom-based courses for GAC employees and for external partners. These include mandatory skills, leadership, ethics, security, culture, trade, consular and other types of training. Annually, CFSI and the STPs train over 11,000 learners.
The Centre for Learning Services (CFSE) is responsible for the overall management of CFSI, including oversight and coordination of all corporate planning and reporting exercises. CFSE has recently completed a two-fold project with the objective to establish a forward-looking strategy for delivering and training digitally as well as addressing the pressing need to migrate its Learning Management System (LMS) and data from its current LMS platform owned and operated by the Canada School of Public Service (CSPS) to a new cloud-enabled, Software-as-a-Service (SaaS) product. The result of the project was the creation of a Digital Learning Strategy (DLS) that outlines key priorities for the creation of a digital learning environment within GAC.
The objective of this request for proposal is to acquire the services of a team of resources to assist CFSE with the current implementation of the DLS priorities. This support will include LMS implementation Project Management functions, Change Management, Communications, and Stakeholder Engagement functions and functions related to the enabling of the priorities and subsequent transition activities. This support requires understanding of IT project processes and requirements.
