The requirement is for a Program evaluation of the Refugee Determination System of the Immigration and Refugee Board of Canada (IRB) and related issues. The IRB requires a targeted evaluation of the results of the new system within the IRB and of associated issues unique to the IRB.
This evaluation is intended to provide the IRB with an understanding of the efficiency and effectiveness of the new system based on empirical evidence and information gained two years following implementation of the new system. The results will support decisions to make adjustments to IRB processes, policies and procedures. The results will also improve our understanding of workload, resource and other significant linkages between the refugee program, refugee appeal program and other programs and internal services administered by the IRB.
The work consist in:

• Design of an evidence-based study of the refugee protection program and refugee appeal program of the IRB in accordance with program evaluation standards of the Canadian Evaluation Society (http://old.evaluationcanada.ca/site.cgi?en:6:10).
• Carry out the evaluation through to completion of the final report.
• Apply mixed methods including quantitative and qualitative research methodologies.
• Assess causal relationships and measurable effects vis-à-vis variables in the IRB’s operating environment.
• Provide peer review of internal studies.
