TASK Based Professional Services (TSPS) Requirement - NPP

Any pre-qualified supplier who would like to be added to the invited supplier list must submit its request in writing to the contracting Authority. Under no circumstances will such an invitation require Canada to extend a bid closing date.
Description of the Requirement:
The proposed resource must qualify as a Senior Business Analyst category using the TSPS flexible grid and will be required on a full time basis for the initial contract period. Up to two (2) additional resources of the same level and category may be required during the contract period. There is no incumbent and no contractors have performed any similar work in the last 12 months.
Treasury Board Secretariat’s Directive on Recordkeeping came into effect June 1, 2009. The objective of the Directive is to ensure effective recordkeeping practices that enable departments to create, acquire, capture, manage and protect the integrity of Information Resources of Business Value (IRBV) in the delivery of Government of Canada programs and services. TBS requires all departments to be compliant with the Directive on Recordkeeping by March 31, 2015. The identification of information resources of business value is a primary requirement of the Directive.
The objectives and end goals of this requirement are to comply with the Directive on Recordkeeping by:
i. Identifying the IRBV in Justice Canada, based on an analysis of departmental functions and activities that enable or support Justice’s legislated mandate,
ii. Identifying and documenting the risk profile of information resources, taking into consideration legal and regulatory risks, access to information, security of information and the protection of personal information, and;
iii. Identifying repositories in which information resources of business value are stored or preserved in a physical or electronic storage space.
The project outcomes will be achieved through a step-by-step process in two Phases: (1) Planning and Prioritization; and (2) Two option years (as required) for the Identification of IRBV, Risk Profile and location of structured and unstructured information. This approach will enable rapid analysis and decision making through focused data collection and analysis.
Working with representatives from each functional area, business analysts will be engaged to assist business units to :
I. identify their business processes and the IRBV they produce;
II. help clients identify and document the risk profile associated with their IRBV; and
III. document the location(s) where IRBV are stored.
Security Requirement:
SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE # COMMON-PS-SRCL#19
I. The Contractor must, at all times during the performance of the Contract, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
II. The Contractor personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET as required, granted or approved by CISD/PWGSC.
III. The Contractor MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction.
IV. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
V. The Contractor must comply with the provisions of the:
a) Security Requirements Check List and security guide (if applicable) ;
b) Industrial Security Manual (Latest Edition).
Proposed Period of the Contract:
It is intended to result in the award of one (1) contract until March 31, 2015, plus two (2) x one (1) year irrevocable options allowing Canada to extend the term of the contract.
