Request for Responses and Evaluation for the In-Service Support of the LM2500 Gas Turbine Engines on Canada’s Halifax Class Frigates
1.Introduction
The Department of National Defence (DND) has a requirement to maintain its LM2500 gas turbine engine propulsion system on board Canada’s Halifax class frigates, inclusive of gas generator, power turbine, high spee
d coupling shaft, lube oil storage and conditioning assembly, and enclosure for the remaining life of the frigates currently estimated tobe
a minimum of 20 years.
This Request for Responses and Evaluation (RFRE) phase will qualify potential bidders who demonstrate that they have the necessary capabilities and past experience required to deliver a solution for DND’s GT ISS requirementand secure the commitment to meet Industrial and Technological Benefits requirements.
The qualified RFRE suppliers will review the draft Request for Proposal (RFP) do
cumentation through a series of review sessions with Canada. The Review
and Refine Requirements (RRR) phase will provide Industry Canada with the opportunity to obtain information directly from industry to shape the Value Proposition requirement. The RRR process will provide the qualified RFRE suppliers with the opportunity to provide feedback and to obt
ain a clear understanding of the business and technical requirements; this will allow the qualified RFRE suppliers to be in a position to prepare informed responses to the RFP.
The resulting RFP will then be issued directly to thequalified RFRE suppliers only, in order to solicit their bids.
2.Industrial and Technological Benefits and Value Proposition
A slide deck describing the Industrial and Technological Benefits Policy, including Value Proposition, is attached hereto. The objective of providing this information is to present Canada’s market analysis related to the GT ISS procurement and the initial Value Proposition evaluation approach.
Questions for potential bidders in the slide deck are provided at this stagein the procurement process to allow potential bidders time to develop fulsome responses. Potential bidder’s responses will not be required to prequalify under this RFRE but, will be required early in the RRR process. Submission date of the responses will be December 18 2015.
