Background
Triangle Island is a British Columbia provincial Ecological Reserve, which has the highest level of restrictions of any category of BC provincial protected areas. It is also located within the traditional territories of the Quatsino and Tlatlasikwala First Nations. The cabin is situated on a First Nations midden, which provides the best cabin site as it is level, near the beach, and high enough above the tide line to be safe from storm surges. Since the site is on a known First Nations cultural site, and is protected as a provincial Ecological Reserve, the cabin replacement project must have the least possible impacts on the site. The construction of the replacement cabin must consider the results of previous archaeological assessments to minimize effects on First Nations values. In addition, Triangle Island has sensitive nesting habitat for very significant populations of seabirds, and therefore must be designed and constructed to minimize any potential effects on wildlife.
Work Description
Demolish existing cabin on site & replace with new cabin with similar building footprint. Demolish existing outhouse & replace with new outhouse. Identify location of new pathway / trail(s) to access new helipad, cabin, outhouse, etc; confirm exact location(s). Provide detail(s) with design intent with minimum ground disturbance to protect potential archeological and ecological elements. Construct/install new Helipad - Identify location; confirm exact location. Propose design with details to accommodate typical helicopters that land and serve the island.
Indigenous Benefits Plan
As part of Canada’s commitment to support its First Nations population, this procurement contains a point rated Indigenous Benefits Plan (IBP) that aims to provide specific socio-economic benefits to the local first nations. In performing the work, the Contractor should provide specific and agreed upon benefits for the Indigenous People and Indigenous Firms of the Quatsino and Tlatlasikwala First Nations. Bidders who pass the Mandatory requirement of IBP and do not provide the Rated Requirements of IBP will not be precluded from evaluation of their Bid and Acceptance Form.
Sufficient detail must be included in the Indigenous Benefits Plan to allow Canada to assess the value and quality of the proposed Indigenous Benefits as well as the probability of the Bidder meeting each of the outlined objectives
