Canadian Food Inspection Agency (CFIA) has a requirement for the
supply of quantity two (2) laboratory steam sterilizers for the
purpose of sterilizing growth media, glassware and plasticware
and for decontaminating biohazardous materials.
Delivery must be made on or before March 30, 2013.
It is proposed to negotiate on a limited tendering basis for
interchangeability reasons, with Consolidated Sterilizer
Systems, of Boston MA, who is the original equipment
manufacturer.
Consolidated Sterilizer Systems, is the only known supplier
capable of satisfying the following mandatory technical
specifications;
- Demensions must be 20" x 20" x 38" and 24" x 36" x 60" in
order to fit existing enclosures.
- Must have a Liquid cycle and Gravity cycle with Automatic and
Manual mode capability.
- Sterilizer chamber, jacket and doors must be constructed of
stainless steel.
- Must be equipped with 2 shelves evenly spaced.
- Temparture must be adjustable in increments from 100 to 135
degrees centigrade.
- Must be equipped with a touch control panel and display
status, cycle phase, temparature (in degrees Celsius), pressure,
time, warnings and minutes remaining in cycle.
- Must be equipped with a printer in order to catalog cycles.
- Must be able to run on in-house steam.
- Must be programmable and automated with an Ethernet
communication port capable of downloading information to a local
laptop.
- Must be equipped with an internal pressure door lock.
- Must have a single manually operated radial arm door.
- Electrical specifications must be 120 volts, 60hz, 1 phase
wiring for the controls.
- Displays, manuals and operation demonstartion must be in
English.
- Must have a 1/2" thermocouple port to allow the user to
validate performance.
- Must have the following safety features; system to prevent
cycle start if the door seal is not established, prevent
excessive condensation, prevent pressure build up, prevent door
being opened until chamber has been sufficiently vented and
comply with the following standards when applicable: Technical
Standards and Safety Act, 2000, Ontario Regulation 220/01,
Boilers and Pressure Vessels (Canadian registration number
applied), as well as Canadian Standards Association Standard
C22.2 No. 61010-1.
- Must be equipped with an automatic wastewater cooling system
to bring water temp below 140F.
- Must have a surge suppressor for the controls.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
