Nature of Requirements:
1. Title: Acquisition of a LWIR Airborne Hyperspectral Imaging
Sensor
2. Description
Defence Research and Development Canada, Valcartier requires a
Longwave infrared (LWIR) Airborne Hyperspectral Imaging Sensor
capable of being operated in pushbroom or whiskbroom mode on
board a small aircraft. The deliverables must be in accordance
with the Requirements available at Annex A.
3. Maximum funding
The maximum funding available for the contract resulting from
the bid solicitation is $950,000.00 CAD (Goods and Services Tax
or the Harmonized Sales Tax extra, as appropriate). Bids valued
in excess of this amount will be considered non-responsive.
This disclosure does not commit Canada to pay the maximum
funding available.
4. Delivery Dates
(a) The technical drawings must be delivered no later than 2
months after the date of Contract.
(b) The following deliverables must be delivered no later than
12 months after the date of Contract :
(i) LWIR airborne hyperspectral imaging sensor (including all
the ancillary items)
(ii) Calibration certificate
(iii) User manual and maintenance documentation
(iv) Data acquisition system
(v) Regulated power unit
(vi) Processing software
(vii) Connecting cables
N.B.: All the above deliverables are described at Annex A -
Requirements.
5. Basis of Selection - Highest Combined Rating of Technical
Merit and Price
1. To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all mandatory criteria
2. Bids not meeting (a) or (b) will be declared
non-responsive.
3. The evaluation will be based on the highest
responsive combined rating of technical merit and price. The
ratio will be 60% for the technical merit and 40% for the price.
4. To establish the technical merit score, the overall
technical score for each responsive bid will be determined as
follows: total number of points obtained / maximum number of
points available multiplied by the ratio of 60%.
5. To establish the pricing score, each responsive bid
will be prorated against the maximum funding available (see
section 6 of Part 2) and the ratio of 40%.
6. For each responsive bid, the technical merit score
and the pricing score will be added to determine its combined
rating.
7. Neither the responsive bid obtaining the highest
technical score nor the one with the lowest evaluated price will
necessarily be accepted. The responsive bid with the highest
combined rating of technical merit and price will be recommended
for award of a contract.
8. In case of a tie, Canada will follow the following procedure:
Step 1 : The tie breaker will be the lowest financial bid. If
there is still a tie, Canada will move to step 2.
Step 2: The tie breaker will be the best score for the point
rated technical criterion number 1. If there is still a tie,
Canada will move to step 3.
Step 3 : The tie breaker will be the best score for the point
rated technical criterion number 2. If there is still a tie,
Canada will move to step 4.
Step 4 : The tie breaker will be the best score for the point
rated technical criterion number 3. If there is still a tie,
Canada will move to step 5.
Step 5 : The tie breaker will be the best score for the point
rated technical criterion number 4. If there is still a tie,
Canada will move to step 6.
Step 6 : The tie breaker will be the best score for the point
rated technical criterion number 5. If there is still a tie,
Canada will move to step 7.
Step 7 : The tie breaker will be the best score for the point
rated technical criterion number 6.
6. Mandatory technical criteria
(a) The bidder must submit with its technical bid a draft
version of the project management plan. The project management
plan should be in accordance with section 6 of Annex A -
Requirements.
(b) The bidder must have already sold at least one hyperspectral
imaging system (reflective or emissive band) within the last 5
years. To demonstrate his compliance with this criterion, the
bidder must provide with his bid a copy of the contract for the
purchase of this equipment or a copy of a paid invoice for this
equipment sold to another customer. In order to protect client
confidentiality, the bidder may hide the information on the
contract or the invoice that would divulge the identity of the
customer.
7. Mandatory Financial Criteria
(a) Bidders must submit a firm, all inclusive lot price for the
requirement, which must not exceed the maximum funding specified
in Part 2. The total amount of Goods and Services Tax or
Harmonized Sales Tax is to be shown separately, if applicable.
Canadian customs duties and excise taxes must be included.
(b) The firm amount submitted for milestone No 1 must not exceed
10% of the firm, all inclusive lot price.
(c) The firm amount submitted for milestone No 2 must not exceed
25% of the firm, all inclusive lot price.
8. Other Information
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement, Canada-Colombia Free Trade Agreement,
Canada-Peru Free Trade Agreement and the Agreement on Internal
Trade (AIT).
