WORKHEAD SPINDLE SYSTEM

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award.

The National Research Council Canada has a requirement for the
supply of a WORKHEAD SPINDLE SYSTEM including two (2) hours of
training in English for three (3) people to be delivered to
Montreal, Quebec by 29 March 2013. The purpose of this Advance
Contract Award Notice (ACAN) is to signal the government's
intention to award a contract for these goods to WAINBEE
LIMITED, 215 Brunswick Blvd., Pointe Claire, Quebec, H9R 4R7.
Before awarding a contract, however, the government would like
to provide other suppliers with the opportunity to demonstrate
that they are capable of satisfying the requirements set out in
this Notice, by submitting a statement of capabilities during
the 15 calendar day posting period.

If other potential suppliers submit a statement of capabilities
during the 15 calendar day posting period that meet the
requirements set out in the ACAN, the government will proceed to
a full tendering process on either the government's electronic
tendering service or through traditional means, in order to
award the contract.

If no other supplier submits, on or before the closing date, a
statement of capabilities meeting the requirements set out in
the ACAN, a contract will be awarded to the pre-selected
supplier.

Minimum Essential Requirements

Any interested supplier must demonstrate by way of a statement
of capabilities that its WORKHEAD SPINDLE SYSTEM meets the
following requirements:

1. EQUIPMENT DESCRIPTION

1.1 The system must include (a) the spindle assembly, which
contain a spindle, a gear-box, an 8" direct mount self-centering
3-jaw chuck with reversible jaws and an invert duty motor, (b)
the motor drive, and (c) the connecting cables.

1.2 The overall dimensions of the spindle assembly must satisfy
the requirements detailed in Section 2 for the installation on
the table of the Makino A88e machining center.

1.3 The spindle assembly must be suitable for working in an
environment with straight oil and water-based grinding fluid
splashing around.

1.4 Oil/water-proof electrical connectors must be provided for
connecting the electrical drive and motor.

2. DETAILED SPECIFICATIONS THAT MUST BE SATISFIED

2.1 Controlling Dimensions and Load Capacity

2.1.1 The spindle height from the spindle mounting base must be
between 4" to 6".

2.1.2 The dimension from the very top of the spindle assembly to
the spindle center must not exceed 32".

2.1.3 The overall dimension of the spindle assembly measured
normal to the spindle and parallel to the mounting plane must
not exceed 12".

2.1.4 The overall dimension of the assembly along the spindle
axis measured from the very back end of the assembly to the
spindle front end must not exceed 23.5".

2.1.5 The spindle front end must be provided with an interface
matching the 8" 3-jaw chuck (type A1).

2.1.6 The maximum spindle thrust load must be at least 1,350 lbs.

2.1.7 The spindle radial stiffness must be at least 1,160,000
lbs/in.

2.2 Spindle Parameters

2.2.1 The spindle operating speed must cover a minimum
rotational speed range of 10 - 500 rpm.

2.2.2 The spindle must have a constant torque output of at least
55 N.m from 10 up to 255 rpm, and a constant power output of at
least 2 hp from 255 - 500 rpm.

2.2.3 The ID of the front end bearing must be at least 85 mm,
and must be at least 70 mm for the back end bearing.

2.2.4 The bearings must be sealed and lubricated using methods
suitable for the working environment stated in section 1 and the
requirements from the spindle itself.

2.3 Electrical Drive and Control Specifications

2.3.1 The electrical power source for the drive and control must
be 230 VAC/60 Hz, three phases or single phase.

2.3.2 Buttons and adjusting switches must be provided for
setting spindle speed, forward rotation, backward rotation, and
stop.

2.3.3 The drive/control must include a light indicating the
running of the spindle.

2.3.4 The drive/control must include the display of spindle rpm
and the drive operating frequency.

2.3.5 The length of the cables from the drive output to the
motor must be at least 24'.

2.3.6 The length of the power supply cable to the drive must be
at least 12'.

3. MISCELLANEOUS

3.1 The spindle assembly drawing and the spindle torque curve
are required in the bid.

Justification for the Pre-Selected Supplier

The National Research Council Canada Aerospace has investigated
various spindles on the market. It was concluded that no
standard spindle system could satisfy the requirement. The
SKF/Gilman spindle system proposed by Wainbee Limited is the
only known spindle system known to satisfy the requirement.
Section 6(d), Part 1 of the Government Contracts Regulations
(GCRs), PWGSC Supply Manual Chapter 4, 4.75.45.5 and NAFTA
Article 1011 are applicable as only one manufacturer/supplier is
capable of supplying the requirement.

Ownership of any Foreground Intellectual Property arising out of
the proposed contract will vest in the Contractor.

Suppliers who consider themselves fully qualified and available
to meet the specified requirements may submit a statement of
capabilities in writing to the Contracting Authority identified
in this Notice on or before the closing date of this Notice.
The statement of capabilities must clearly demonstrate how the
supplier meets the advertised requirements.

The closing date and time for accepting statements of
capabilities is 20 December 2012, 2:00 p.m. EST.

statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
