1.Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statementof capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2.Definition of the requirement
The Department of Health Canada (HC) has a requirement for the supply of one Autostainer Link 48 IHC Staining System, a robotic system designed to accurately and precisely stain the slides by immunohistochemistry and other special stains.
3.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its Autostainer meets the following requirements:
•Must be a completely "open" system with the flexibility of using in-house custom protocols, antibodies, reagents and slides from multiple vendors.
•Must be capable of running multiple protocols (5-10), with varying reagent volumes (100 - 500ul.) and incubation times simultaneously within a single staining rack.
•The unit must have the capacity for at least 26 reagent stations with dishwasher safe staining pots of up to 350 ml reagent volume capacity, and 5 independently heated onboard oven stations.
•The unit must be fitted with a carbonfilter and have the option to connect exhaust extraction to protect from venting fumes into the laboratory.
•The built-in, stand-alone software must have:
othe capability to store at least 50 programs in memory;
othe capability to allocate protocols toslide load positions;
oAuto-Return, Urgent Start and Auto-allocate features;
oThe capability of providing standard and customized printable staining run reports.
•Unit must have battery back-up to continue staining for up to 40 minutes in the eventof a power failure and an integrated USB port to allow the user to save protocols, instrument setup, and QC files for printing and/or back-up.
4.Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s)
oAgreement on Internal Trade (AIT)
oNorth American Free Trade Agreement (NAFTA)
5.Justification for the Pre-Identified Supplier
The Autostainer Link 48 IHC Staining System has the following unique technical features not available through other vendors which are required for HC’s Regulatory Toxicology Research Division in the Bureau of Chemical Safety, Food Directorate.
-Must be a completely "open" system with the flexibility of using in-house custom protocols, antibodies,reagents and slides from multiple vendors.
The instrument will be used to stain tissues from multiple organs and species for veterinary, research and clinical applications. Thus, there will be a requirement for the use of commercial as well as in-house custom slides and protocols, antibodies, kits and reagents such as anti-wash buffer, target retrievals, kits, serum blocks, blocking agents, and chromogens. The interested supplier must fully disclose any additional requirements for running another companies protocols, reagents or kits.
On any given day, the instrument will be used to develop and optimize staining methods for tissues from multiple organs and species for veterinary, research and clinical applications. Thus, there will be a requirement for running either single or multiple protocols simultaneously using multiple antibody types and dilutions and reagent volumes, as well as incubation periods.
-The unit must have the capacity for at least 26 reagent stations with dishwasher safe staining pots of up to 350 ml reagent volume capacity, and 5 independently heated onboard oven stations.
This capacity is required and desirable to allow the efficient use of our resources, time and the instrument to routinely stain 30 or more tissue sections and up to 5 different antibody staining protocols with variable incubation temperatures per each run. Staining pots must be capable of being cleaned in a dishwasher to minimize manual cleaning.
-The unit must be fitted with a carbon filter and have the option to connect exhaust extraction to protect from venting fumes into the laboratory.
The staining procedures will utilize toxic solvents and reagents. Therefore, as part of our occupational health and safety code, this requirement is essential to protect the user and other laboratory personnel from toxic solvent and reagent fumes venting into the laboratory during the run.
-The built-in, stand-alone software must have:
the capability to store at least 50 programs in memory;
the capability to allocate protocols to slide load positions;
Auto-Return, Urgent Start and Auto-allocate features;
the capability of providing standard and customized printable staining run reports.
The instrument will be used to stain tissues from multiple organs and species for veterinary, research and clinical applications. Therefore,thesoftware requirements a) to d) are necessary to meet the following requirements listed in the same order:
a)to store and run multiple commercial and in-house custom protocols;
b)to avoid slide and protocol loading errors;
c)to enable user to interrupt cycle and start over, to prioritize slide racks, to provide the most efficient protocol-based and cross contamination-proof layout of reagents, and to change the speed of the run.
d)to allow complete traceability of slides, reagents and software events, including information such as type(s) of staining pretreatment, the reagents used (for example, antibodies, kits, chromogens and solvents), including their respective lot numbers and suppliers.
-The unit must have battery back-up to continue staining for up to 40 minutes in the event of a power failure, and an integrated USB port to allow the user to save protocols, instrument setup, and QC files for printing and/or back-up
The instrument will be used to stain tissues from multiple studiesthathave already utilized significant amounts of financial and human resources as well project time which can span over a couple of years. Therefore, this type of capacity for the instrument is essential to allow for contingency planning in the event of a power or computer failure so that tissue samples and/or protocols are not lost, but can be retrieved for the projects to continue.
