The Department of National Defence (DND) has a requirement for
the provision of four (4) EOD Disruptors plus ancillaries
specified under "Proposed Work" below. The proposed contract
will also include an option to purchase up to four (4)
additional EOD Disruptors. The purpose of this Advance Contract
Award Notice (ACAN) is to signal the government's intention to
award a contract for these weapons to CTS. Before awarding a
contract, however, the government would like to provide other
suppliers with the opportunity to demonstrate that they are
capable of satisfying the requirements set out in this Notice,
by submitting a statement of capabilities during the 15 calendar
day posting period.
If other potential suppliers submit a statement of capabilities
during the 15 calendar day posting period that meet the
requirements set out in the ACAN, the government will proceed to
a full tendering process on either the government's electronic
tendering service or through traditional means, in order to
award the contract.
If no other supplier submits, on or before the closing date, a
statement of capabilities meeting the requirements set out in
the ACAN, a contract will be awarded to the pre-selected
supplier.
PROPOSED WORK
The Contractor shall deliver the following:
(a) Four (4) EOD Disruptors
(b) Operator/Maintenance Manuals;
(c) Training; and
(d) A Manufacturers Recommended Spare Parts List to support the
EOD Disruptor for a period of three (3) years of use including
the following for each item:
1. Manufacturer's part number;
2. NATO stock number (where available);
3. Proposed quantity; and Unit price.
MINIMUM REQUIREMENTS
Any interested supplier must demonstrate by way of a statement
of capabilities that it meets the following requirements:
Operational Performance Requirements:
The Low Recoil EOD Disrupter shall:
(a) Be an integrated system that includes:
1. A barrel that is machined for the following:
a. Removable breeches (Electromechanical and Shock Cord); and
b. Removable nozzles (Parallel and Restricted);
2. A light-weight collapsible stand;
3. A recoil system;
4. A Crosshair Self-Aligning Aiming System; and
5. A firing system;
(b) Be designed to provide precision disruption of Improvised
Explosive Devices (IEDs) by projecting the following:
1. Frangible Projectile;
2. Water; and
3. Granulated Water Shot.
(c) Have a recoil as follows:
1. A built in hybrid recoil absorbing system; and
2. Shall not release itself from the stand to compensate for
recoil, eject a solid mass or have a direct rearward exit to
accommodate for recoil.
(d) Be designed to penetrate, disable and disperse the contents
of a IED package, including the initiation system, as follows:
1. Small (brief case or handbag) to medium (suitcase or duffle
bag) size;
2. Soft or hard-sided; and
3. At a standoff distance as follows:
a. A general water shot distance of 0.75 m (2.45 ft)or less; and
b. Precision water shot distance of 3.15 m (10.4 ft).
(e) Operate under the climatic conditions, including the
following conditions:
1. Precipitation including rain, snow, hail and freezing rain;
2. Desert sand; and
3. Muddy;
Technical Requirements:
The Low Recoil EOD Disrupter shall have the following features:
(a) Have all components constructed with a non-reflective outer
black surface except where required otherwise for operational
purposes (electrical connectors, springs, cables, safety pins,
etc.);
(b) A Barrel as follows:
1. Requires no tooling to install and remove both removable
breeches; and
2. Requires no tooling to install and remove both removable
nozzles.
(c) Have Removable nozzles as follows:
1. Parallel (Open) Nozzle;
2. Restricted Nozzle;
3. Screw on to the barrel; and
4. Removable from the barrel after firing without the use of
tools;
(d) Have a collapsible or folding stand.
(e) Have a recoil system as follows:
1. Has a protective guard to prevent damage to the lasers by
flying debris.
(f) Have lasers as follows:
1. Maximum Class IIIB;
2. High power (minimum 100 mW) laser that is visible in both
daytime and night time; and
3. Operates on a available after market battery;
JUSTIFICATION FOR THE PRE-SELECTED SUPPLIER
The Lance® Disruptor Systems manufactured by CTS, is the only
known system that can meet DND's essential requirements.
INQUIRIES AND SUBMISSION OF STATEMENTS OF CAPABILITIES
Suppliers who consider themselves fully qualified and available
to meet the specified requirements may submit a statement of
capabilities, in writing, to the Contracting Authority
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The closing date for accepting statements of capabilities is
October 22nd, 2014, 2:00 p.m. EDT.
