Nature of Requirements:
The mandate of the Canadian Joint Rescue Coordination Centres
(JRCCs) is to coordinate, control, and conduct Search and Rescue
(SAR) operations in the Canadian Area Of Responsibility (AOR).
At the heart of an effective SAR capability is the Search and
Rescue (SAR) Mission Management System (SMMS) that allows SAR
Mission Coordinators to manage and coordinate and report on SAR
missions.
The SMMS Replacement Project's mission is to improve Canada's
SAR Command and Control capability by modernizing its Mission
Management System and improve its underlying supportability. As
such, its primary objectives are to:
a. Provide the set of next generation SMMS software and hardware
within a reliable infrastructure to support the SAR Operational
Requirements;
b. Establish a permanent life cycle Concept of Support (CONSUP)
with minimal impact of the continuing SAR operations; and
c. Transfer the responsibility for system maintenance from the
Project to the supporting organization.
The SMMS Replacement Project is currently performing Options
Analysis (OA) prior to entering its Project Definition stage.
The information gleaned from industry in response to this
Industry Engagement will assist in obtaining Project Approval
and in the development of a Request for Proposal (RFP). In
order to obtain Project Approval, and therefore funding, the
SMMS Project must be able to clearly identify a viable solution
together with project costs, acceptable schedule, and
performance information for the proposed capability.
In order to ensure a successful replacement of the SMMS,
Industry shall be engaged in an engagement process as the first
step in this solicitation. The engagement process includes an
"Industry Engagement Session" followed by one-on-one Industry
Meetings and Industry Working Group Meetings, followed by the
conventional Request for Proposal (RFP) process.
