1.Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2.Definition of the requirement

The National Research Council of Canada has a requirement for the supply of one photonic curing system (PCS). The PCS must be able to deliver short flashes (microseconds) of intense light to samples thereby heating inks to a curing temperature without significantly heating the underlying plastic substrate. The extent of heat transferred to the plastic layer, and therefore the extent of damaged sustained by the plastic layer, is determined by flash lamp specifications. The NovaCentrix Pulse Forge 1300 tool employs patented processing based on proprietary flash lamps. The NovaCentrix flash lamps satisfy NRC’s requirements for processing inks with high curing temperatures while simultaneously minimizing plastic layer damage and offers unique technical features not available through other vendors.

3.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its Novacentrix Pulse Forge 1300 meets thefollowing requirements:
•deliver a maximum radiant energy of 40 J/cm2, a peak radiant power of 30 kW/cm2, a pulse length range of 25 to 10 0000 microsecond, pulse length increment of 1 microsecond, a minimum pulse spacing of 20 microsecond
•a processing speed of up to 30 min/meters for a cure area of 300 mm x150 mm
•include a sealed volume for gas filtration with HEPA filtration
•include an integrated bolometer sensor to record and calibrate the energy delivered to the samples.
•offers simulation S/W to predetermine optimal sample energy profile.

4.Applicability of the trade agreement(s) to the procurement

This procurement is subject to the following trade agreement(s)
Agreement on Internal Trade (AIT)
North American Free Trade Agreement (NAFTA)
World Trade Organization - Agreement on Government Procurement

5.Justification for the Pre-Identified Supplier
The Novacentrix Pulse Forge 1300 has the following unique technical features not available through other vendors which are required for NRC’s printable electronics facility.

•Deliver a radiant energy of at least 40 J/cm2, a peak radiant power of at least 30 kW/cm2, a pulse length range of 25 to 10 0000 microseconds, pulse length increment of 1 microsecond and a minimum pulse spacing of 20 microseconds.

The peak power delivery is the key factor in the ability to heat the ink without damaging the plastic layer and for this reason, only photonic curing systems that can deliver these high radiant energies and high peak radiant powers are acceptable in ensuring minimum plastic layer damage. Short pulse length and the ability to pulse shape also ensure minimal heat is transfer from the ink to the plastic layer thereby preventing damage

•A processing speed of up to 30 min/meters for a cure area of 300 mm x150 mm

A processing speed of up to 30 min/meters is required to demonstrate the compatibility of the PCS with roll-to-roll printing processing. A cure area of 300 mm x 150 mm is required in order to use the equipment using standard test patterns.

•Include an on-board HEPA filtration

PCS tool must be designed to manage sample byproducts. A sealed area for gas filtration along with HEPA filtration to process the spent air will allow the use of the instrument to be in compliance with NRC health and safety (H&S) guidelines.

•Include an integrated bolometer sensor to record and calibrate the energy delivered to the samples.

In order to effectively report to clients, the NRC requires the tool to have integrated bolometer sensor to record and calibrate the energy delivered to the samples. The accurate and direct measurement of energy is important as it allows the results of testing to be quantitatively modelled using simulation software. Furthermore,it allows the results from different trials to be compared whether on the same instrument or a different tool or model. This feature will allow accurate transfer of knowledge of the optimized curing conditions to industry clients.

•Offer simulationS/W to predetermine optimal sample energy profile

For any photonic curing system, the optimal energy profile (pulse frequency, pulse length, peak energy and pulse spacing) needs to be determined for every material sample. Simulation software allowsthe user to identify suitable process conditions without having to process the samples and measure the sample response to the conditions. Therefore the simulation software would lead to a high throughput of analyzed samples.

6.Government ContractsRegulations Exception(s)

The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

7.Exclusions and/or Limited TenderingReasons

The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:

Agreement on Internal Trade (AIT) - Article(s) 506 12.(b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists;

North American Free Trade Agreement (NAFTA) - Article(s) 1016 2.(b) where for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative orsubstitute exists.

World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article(s) XV 1.(b) when, for works of art or for reasons connected with protection of exclusive rights, such as patents or copyrights, or in the absence ofcompetition for technical reasons, the products or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists
