Full description

Trade Agreement: NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama
Tendering Procedures: Generally only one firm has been invited to bid
Non-Competitive Procurement Strategy: Exclusive Rights
Comprehensive Land Claim Agreement: No
Vendor Name and Address:
Camarc LLC (Assembly Shop)
39048 Webb Drive
Westland Michigan
United States
48185
Nature of Requirements:

1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. DEFINITION OF THE REQUIREMENT
Public Works and Government Services Canada (PWGSC), on behalf of its client, National Research Council Canada (NRC), Saguenay site, Quebec, Canada, is seeking to acquire an AC/DC variable polarity plasma welding system. With this system, the NRC wants to diversify its aluminum welding and preheating activities associated with current welding processes (friction stir welding, known as FSW, andlaser welding) and thus be able to meet the new needs of the ground transportation industry, namely in the area of automotive assembly..

The required model is: ?PMI 350 AC/DC TL/QC Plasma Multi-Inverter Power Source? with the company Camarc LLC, Westland, Michigan.

For the purposes of their work, the National Research Council of Canada has established the following mandatory technical specifications:

a. The plasma source must allow variable polarity welding (AC/DC) and be capable of a weldingintensity of 350 amps or greater. For aluminum welding, it is impossible to achieve high-quality welding without the use of variable polarity. Since aluminum is the main material studied at the Aluminium Technology Centre and its business partners, alternating current is essential.

b. For preheating tests associated with FSW where the plasma source will be used as a secondary heat source, a magnetic arc oscillation system is required to obtain a larger heat source. The size of the preheated area can then be controlled and adjusted according to FSW needs. The oscillation device must not take up too much space in the welding area or require adding a Y axis and an additional command to the PaR Systems controller for the existing FSW equipment.

Such an axis would make the existing FSW equipment or a robotic unit much more cumbersome, and we would have to ask the FSW equipment manufacturer to add a command for this axis. The cost of adding a command to the existing Siemens controller is not insignificant (?$40K), and mechanical oscillation cannot occur at high frequencies because it is mechanical. Moreover, FSW produces significant vibration at the base, which would be transmitted to the mechanical oscillation system and would affect the precisionof the desired oscillation.

3. DELIVERABLES
3.1 A PMI 350 AC/DC TL/QC plasma source
3.2 A reinforcement wire slave reel
3.3 A magnetic arc oscillation system
3.4 Torch (minimum of 1) of minimum dimensions for plasma welding, including gas tube and grounding
3.5 Operating documentation
3.6 Training on use of equipment

4. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIEL REQUIREMENTS)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
4.1 The plasma source must allow welding with continuous and alternate current (AC/DC).
4.2 The plasma source must be capable of a welding intensity of 350 amps or greater.
4.3 The plasma source must allow tack welding on aluminum with reinforcement wire.
4.4 The plasma system must have an integrated high-frequency magnetic arc oscillation device and reach 0.1Hz to 1kHz value.
4.5 The plasma system must have a wire feed that can release wire at a speed of 10 metres per minute.
4.6 The welding torch must have an integrated reinforcement wire alignment system that can be adjusted in X, Y and Z axel.
4.7 The plasma system must have an internal cooling system.
4.8 The plasma system must be capable ofwelding reinforcement wire measuring 0.9 mm, 1.2 mm and 1.6 mm.
4.9 The welding torch and the ground cable must have a minimum length of 16 feet.

5. APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT
This procurement is subject to the following trade agreements:
.1 Agreement on Internal Trade (AIT)
.2 North American Free Trade Agreement (NAFTA)

6. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
The company Camarc LLC is the only known company to have developed integrated control modulesto the welding source and secure to the torch for an oscillation of the high frequency arc. Moreover, with the plasma source Camarc LLC, it is possible to make welds in connection with their patent. Thus, according to the purchasing policies of Government Contracts, NRC proposes to award the contract to Camarc LLC, that is, to our knowledge, the only company able to provide the required goods.

7. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d): ?Only one person or firm is capable of performing the work.?

8. EXCLUSIONS AND/OR LIMITED TENDERING REASONS
The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:

.1 Agreement on Internal Trade (AIT)
Article 506: Procedures for Procurement: 12. Where only one supplier is able to meet the requirements of a procurement, an entity may use procurement procedures thatare different from those described in paragraphs 1 through 10 in the following circumstances:
(b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternativeor substitute exists.

.2 North American Free Trade Agreement (NAFTA)
Part Four: Government Procurement - Chapter Ten Article 1016:
Limited Tendering Procedures: 2. An entity may use limited tendering procedures in the following circumstances andsubject to the following conditions:
(b) where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.

9. PROPOSED DELIVERY DATE
The goods must be delivered no later than March 1st, 2017.

10. NAME AND ADDRESS OF THE PRE-IDENTIFIED SUPPLIER
