1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Environment & Climate Change Canada (ECCC), Canadian Wildlife Service (CWS) has a requirement for the supply and delivery of twenty (20) radio-telemetry devices (i.e., transmitters) for deployment on whooping cranes (Grus americana).
CTT? 1000 BT3 Series 3rd Generation+ Wildlife Telemetry System
The CTT? 1000 BT3 Series is the 3rd generation solar recharging battery-powered GPS-GSM+ACC telemetry system from Cellular Tracking Technologies. This device uses a cellular modem to wirelessly transmit GPS tracking data and accelerometer (ACC) data to the Internet over the existing cellular networks. These full-featured devices are available in configurations weighing from 23g to 80g, including the solar panel. The ergonomic attachment types include avian backpacks, waterfowl neck collars, leg-bands, patagial wing tags, and mammal ear tags. Data can be collected at customer-designed sampling rates with unmatched flexibility. The BT3 models include a new triaxial accelerometer, which allows for an optional activity-based duty cycle (i.e. Flight Mode). By using the accelerometer to detect animal movement, the device is ?smarter? about collecting ultra-high-resolution data when the animal is moving, while conserving energy when the animal is stationary. The BT3 captures animal behaviors in amazing resolution, using both GPS data and 3 axes of acceleration. Our 3G GSM modem offers superior coast-to-coast coverage and transfer speed, allowing more data to be reliably sent per connection. Telemetry data are protected from power loss or poor cellular coverage by recording to non-volatile flash storage. For species that migrate out of cellular coverage, stored data will be transmitted opportunistically upon their return. Cellular technology allows our devices to frequently upload large quantities of tracking data at much lower costs than satellite transmitting devices. GPS+ACC data are wirelessly transferred to the Internet, where you can view and download the data from the secure CTT website. CTT is your end-to-end international service provider, including powerful web-based analysis tools and distributed ?cloud? backup. CTT was founded to bring ground breaking innovations to the wildlife research community. We deliver the most ergonomic, efficient, robust, and field tested devices on the market, and we are excited to share the 3rd generation of our patented technology.
