This bid solicitation cancels and supersedes previous bid
solicitation number W8476-112713/B dated 19 September 2011 with
a closing of 23 September 2011 at 2:00 PM (EDST).

The Department of National Defence (DND) has a requirement for
the supply of 24 Chemical Identification System (Chem-IS) kits;
Spare Parts and Consumables up to a maximum cost specified in
the RFP; Initial Cadre Training (ICT); Repair and Overhaul
services for a period of two (2) years; and 24/7 Reachback
services for two(2) years. The Chem-IS will be manufactured in
accordance with DND's Statement of Work (SOW). The goods are to
be delivered to Canadian Forces Base Montreal, Quebec. Delivery
is to commence no later than 9 months after contract award and
be completed within 18 months after contract award.

The proposed requirement contains an irrevocable option to
purchase an additional quantity of six (6) Chem-IS kits; spare
parts on an as and when required basis up to a maximum cost
specified in the RFP; up to four (4) additional ICT training
sessions; Repair and Overhaul for the Chem-IS for up to eight
(8) additional years; 24/7 Reachback Services for up to eight
(8) additional years; and clearance decontamination. The options
will be exercised by way of contract amendment prior to the
expiration of the current service agreement.

There will be an extensive testing process as part of the
evaluation process and bidders who meet the initial mandatory
requirements outlined in the RFP will be required to submit a
sample kit for testing. Full details can be found in the RFP

the strict timelines for this testing, there will be no
flexibility in the closing date of the Request for Proposal.

The proposed goods are subject to the Controlled Goods Program
and the Agreement on Internal Trade. Full details of the
