1. Advance Contract Award Notice
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement
The National Research Council of Canada (NRC) located in Edmonton, Alberta has a requirement for the supply, delivery ,installation, off-loading, and training of one (1) NanoAssemblr Benchtop System.
The National Research Council of Canada is seeking a NanoAssemblr Benchtop System for the National Institute for Nanotechnology (NNT) to continue their work in nanoparticle technology. The NanoAssemblr Benchtop System must be allow for the automated design and manufacture of nanoparticles and lipid nanoparticles while allowing the user to incorporate a wide-variety of molecules into the particle. The System must also be able to perform nanopolymer work as well as the automated production of nanoemulsions.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
01.) The System must allows for the automated design and manufacture of nanoparticles. A microfluidic system that allows for the rapid and precise manufacture of lipid nanoparticles and allows the User to incorporate a wide-variety of molecules into the particle -- including shRNA for drug delivery applications.
02.) The System must allows for the automated production of nanoemulsions - something that is normally a long and imprecise process.
03.) The System must have the potential to allow the incorporation of proteins into the nanoparticles.
04.) The System must also have the flexibility to allow for nanopolymer work to be completed .
05.) The System must allows for the scale-up of these processes such as; automated design and manufacture of nanoparticles, automated production of nanoemulsion, incorporation of proteins into the nanoparticles, and flexibility to complete nanopolymer work, for future industrial purposes.
4. Applicability of thetrade agreement(s) to the procurement
The procurement is subject to the following trade agreements:
01.) Agreement on Internal Trade (AIT)
02.) North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
Theproposed instrument allows for un-matched control of the chemical and physical environment required for nanoparticle self-assembly. This allows for the automation and rapid prototyping required by the proprietary cartridges used. The use of proprietary disposable microfluidic cartridges at an affordable price to formulate nanoparticles in a single step process. The NanoAssemblr Platform develops microfluidics for the rapid and controlled manufacture of nanomedicines. The instrument must enable the development and screening of nanoparticle formulations at a small scale.
The pre-identified supplier is the only supplier that we are aware of who offers a product which meets all the Minimum Essential Requirements listed above in point number 3.
