Nature of Requirements:
1. TITLE:
Global Navigation Satellite Systems (GNSS) Training
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
Aerospace Engineering Test Establishment (AETE) require
specialized training in order to conduct flight tests of Royal
Canadian Air Force (RCAF) aircraft.
AETE uses the Global Positioning System (GPS) for static surveys
of ground targets, and surveys using the Total Station. We
maintain two Continuously Operating Reference Stations (CORS)
which continuously log to the internet. Two CT114 Tutor aircraft
are equipped with Novatel's SPAN integrated GPS/Inertial
Measurement Unit, which stores raw data for post processing.
Cubic's Aircraft Combat Manoeuvre Instrumentation (ACMI),
Racelogic's VBox and Airborne System's GPS Datalogger are used
for airborne TSPI on the CF188, multi-engine aircraft and
parachute store drops. Recent developments in low cost IMU units
with telemetry have created opportunities to equip almost any
airborne target.
To ensure their accuracy and to support procurement to replace
and upgrade obsolete equipment, AETE's Subject Matter Experts
(SMEs) must have knowledge of Global Navigation Satellite
Systems (GNSS), modern technology and enhancements to support
current application AETE also has Engineering Professionals in
various roles that require a general knowledge of GNSS
technology to recognize new applications to take advantage of
current technology.
The Contractor will provide a comprehensive course on GNSS
theory, technology, applications, data reduction methods and
recent and future developments for up to 15, English speaking,
Engineers or Information Technology Professionals.
4. EVALUATION AND SELECTION:
Mandatory Technical Criteria: Failure to meet any of the
mandatory technical criteria will render the bid non-responsive
and it will be given no further consideration.
a) Instructors must speak fluent English and must have at
minimum a Ph.D. in Geodetics, Engineering, Physics, Mathematics
or a related field.
b) Instructors must have at minimum of 10 years experience
working with Global Navigation Satellite Systems (GNSS). The
Bidder must provide a resume for each proposed instructor,
stating the individual's education, work history, years of
experience, and other details which clearly indicate that the
individual's qualifications.
c) Instructional Support: The participant course materials
adequately supports the full scope of work described in Annex A.
Bidders must provide a copy of their course manual or course
material. Instruction must be in English.
The responsive bid with the lowest evaluated price will be
recommended for award of a contract.
5. PERIOD OF CONTRACT:
It is anticipated that the course will take place and AETE's
facilities in Cold Lake in the period 20-31 January 2014.
6. CODE OF CONDUCT CERTIFICATIONS
Pursuant to section 01 of Standard Instructions 200, Bidders who
are incorporated, including those bidding as a joint venture,
must provide with their bid or promptly thereafter a complete
list of names of all individuals who are currently directors of
the Bidder. Bidders bidding as sole proprietorship, including
those bidding as a joint venture, must provide with their bid or
promptly thereafter the name of the owner. Bidders bidding as
societies, firms, or partnerships do not need to provide lists
of names. If the required names have not been received by the
time the evaluation of bids is completed, Canada will inform the
Bidder of a time frame within which to provide the information.
Failure to comply will render the bid non-responsive. Providing
the required names is a mandatory requirement for contract award.
