Public Works and Government Services Canada (PWGSC) , on behalf of The Public Health Agency of Canada, intends to negotiate with Life Technologies Inc. for the supply and delivery of one (1) QuantStudio5 PCR System with the option to purchase three (3) additional units over the next two fiscal years. Any interested suppliers must demonstrate by way o
f a statement of capabilities that its product meets the following mandatory requirements:
1) The ability to convert Applied Biosystems 7 500 instrument
protocols; all assays in house are currently validated on Applied Biosystems platforms which information is available through Department of Homeland Security (DHS) and CDC portals for partner access. All assays that we collaborate on must be validated/verified on the same instrument or an instrument that can be easily converted.
2) Instrument must be capable of analyzing 96 samples simultaneously in 96-wel
l plates. In order to maximize the number of samples that can be run
per plate and to minimize consumable waste, the instrument must be able
to detect a variety of targets on a single 96-well plate. For example, if multiplex assays are used, a different multiplex assay can be run in ea
ch of the 96-well plate.
3) Instrument must be capable of having multiple zones or blocks to allow >4 different cycling parameters to be run simultaneously.
4) Six color filter set with a wavelength detection range of 500 to 680nm supporting dyes FAM, SYBR Green, JOE, NED, TAMRA, ROX, Cy3, Texas Re
d, and Cy5, with option to calibrate additional dyes without the addition of new filter sets. Instrument must be capable of detecting both singleplex reactions and multiplex reactions containing 4 gene targets and one passive reference dye for normalization (ROX or alternates)
5) Capable of supporting thermal cycler Fast and standard modes
6) The instrument must be able to be used out-of -the-box, with no requirement for an on-site engineer for installation or calibration
7) Instrument must be used in standard 100V-240V without modification or s
pecial plug requirements
8) Absolute Quantitation, Relative Quantitation, Relative Standard Curve, and allelic Discrimination/SNP (single nucleotide polymorphism) Detection using internal positive controls and melt curve analysis. Software must allow for end point analysis for multiple dyes.
9) Other software features must include:
a) Intuitive and easy to use
b) Run an assay plate without performing plate setup prior to run. Af
ter the run, it must be possible to correct all plate setup mistakes including incorrect dye or target assignment
c) Exportation of raw and analyzed data to Microsoft Excel or Microsoft Po
werpoint software
d) Real-time monitoring of amplification growth curves enabling user to
view run progress
e) Specialized multicomponent algorithm designed to eliminate dye
signal cross talk
f) Ability to runmultiple standard curves for different assays on the same plate
g) Recognitionof replicates and subsequent calculation of standard deviation and removal of outliers for each set of replicates
h) Auto-baseline and auto-threshold for simplified data analysis
i) Ability to use software remotely
j) Include security module that supports 21CFR part 11 compliance
10) Instrument must be manufactured according to ISO standards
11) Small footprint, less than 15x20x20? for deployability
12) Instrument must be capable of being used in a standalone mode, without need for computer attached.

tain specialized products that must be maintained by the manufacturer
or its prepresentative;
North American Free Trade Agreement (NAFTA), 1016.2(d) for additional deliveries by the original supplier that are intended either as replacement parts or continuing services for existing suppliers, services or installations, or as the extension of existing suppliers, services or installations, where a change of supplier would compel the entity to procure equipment or services not meeting requirements of interchangeability with already existing equipment or services, including software to the extent that the initial procurement of software was covered by this chapter.
Delivery Date:
The equipment must be delivered on or before March 31, 2016, FOB Destination

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
