Title: Wet Scrubber Dust Collection System and Upgrade
The Department of Natural Resources Canada (NRcan), Hamilton, ON
has a requirement for the supply, delivery and installation of a
Wet Scrubber Dust Collection System for their Super Sonic
Technology (SST) Spray Operation System; Upgrade existing
electrical control systems cabinet to control the interlock
system to wet vent, including hardware, labour and programming;
and design, install and supply all ducting between the Cold
Spray unit and the Wet Scrubber Dust Collection System.
The SST Spray Operation System is a special machine that was
custom built for NRcan in 2007 by Centerline (Windsor) Limited.
This system propels metal powder to form a protective coating by
ballistic impingement on a suitable substrate. A critical path
of the original system is the Airflow System dry dust collector
which is required to evaluate secondary metal particles from the
SST Spray Operation System. These secondary particles are a
by-product of the coating process and needs to be removed and
collected safely from the chamber.
In 2010, the SST Spray Operation System was upgraded by
Centerline (Windsor) Ltd. to meet NRcan Health and Safety
standards. It has been determined that due to the broad spectrum
of metal powder materials being used and the presence of micro
size particles being exhausted, a new safer dust collection
system needs to be in place before any further Cold Spray
research and development work is to commence.
The new Wet Scrubber Dust Collection System to be procured is
specifically designed for the SST Spray Operation System. Both
systems must be electronically intgrated together as part of the
safety measures taken due to the process of Cold Spraying. The
Wet Scrubber Dust Collection System must be constructed of metal
and will be corrosion resistant or coated to resist corrosion.
The unit when operating must have a sound level no greater than
85 dBA, 1 meter from the equipment. Typical power will be 7.5
HP and the motor must be sufficient to operate the equipment and
exhaust the fume outdoors through a duct of approximately 50' in
length with 2, 90 degree bends. The system must operate on
Canadian standard voltage 110, 240 or 575 and it must be inlet
matched to the exhaust of the Cold Spray system.
Due to the uniqueness of the process and the significant safety
concerns, it is proposed to negotiate this requirement with
Centerline (Windsor) Limited, Windsor, Ontario, original
manufacturer of the SST Spray Operation System.
Delivery is required by 22 March 2013.
This requirement is subject to AIT/NAFTA and are excluded from
the Limited Tendering provisions for the following reasons:
Limited Tendering under the Agreement on Internal Trade is
defined under Article 506.12 "(a) to ensure compatibility with
existing products, to recognize exclusive rights, such as
exclusive licenses, copyright and patent rights, or to maintain
specialized products that must be maintained by the manufacturer
or its representative"and Article 506.12 "(b) where there is an
absence of competition for technical reasons and the goods or
services can be supplied only by a particular supplier and no
alternative or substitute exists." Limited Tendering under the
Agreement on North American Free Trade Agreement is defined
under Article 1016.2 "(b) where, for works of art, or for
reasons connected with the protection of patents, copyrights or
other exclusive rights, or proprietary information or where
there is an absence of competition for technical reasons, the
goods or services can be supplied only by a particular supplier
and no reasonable alternative or substitute exists," and "(d)
for additional deliveries by the original supplier that are
intended either as replacement parts or continuing services for
existing supplies, services or installations, or as the
extension of existing supplies, services or installations, where
a change of supplier would compel the entity to procure
equipment or services not meeting requirements of
interchangeability with already existing equipment or services,
including software to the extent that the initial procurement of
the software was covered by this Chapter."

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
