Open Path Fourier Transform Infra-Red (OP-FTIR) Mobile
Spectrometer System
Environment Canada (EC), Air Quality Research Division,
Downsview, Ontario has a requirement for the supply and
delivery of one (1) open path Fourier Transform Infra Red
(OP-FTIR) Mobile Spectrometer System as detailed at Annex A of
the Request for Proposal (RFP) document. Delivery is requested
as soon as possible but no later than 29 March 2013.
This instrument is required for making measurements in the oil
sands particularly over tailings ponds, mines and other
inaccessible locations. EC requires a unit that is mobile,
since there are a number of measurement sites. The unit must
be a remote sensing device, since the areas of interest are
generally inaccessible. The system must use FTIR technology
coupled with scanning mirror and continuously measure a suite of
chemical constituents with high precision and be robust for
sampling from various platforms including vehicles and outdoor
ground sites. This requirement is not for instrument
development. Environment Canada requires an instrument that has
been performing in a commercial or government environment for a
period of at least one year. Bidders must refer to the RFP
document for complete details regarding this requirement.
Due to the nature of the bid solicitation, bids transmitted by
facsimile or electronic mail to PWGSC will not be accepted.
