TREADMILL
Requirement
The Department of National Defence has a requirement for
Treadmill fitness equipment at 19 Wing Comox in Lazo BC in
accordance with the Request for Proposal document. The bidders
must meet all the mandatory requirements listed in Appendix A-1
of the Request for Proposal and have all of the PROPOSED OPTIONS
identified individually.
Purpose
The treadmills are required for military personnel to maintain a
high level of fitness and for the Wing fitness centre to remain
current with new equipment technology. Updated equipment
technology is required to improve the efficiency of training and
reduce the risk of injuries.
Background
In order to support the new Health and Physical Fitness
Strategy, there is an operational requirement to update and
increase the availability of equipment at the Wing fitness
centre. The increase of fitness centre users demands a higher
number of available fitness equipment which cannot be met with
existing equipment. Increased wear on treadmills is also caused
by SAR and Firefighter testing which requires the user to wear
their equipment and significantly increases the weight bearing
required.

Constraints
The equipment is expected to include 5 years warranty on the
running surface, and an expected lifespan of 240 000 to 320 000
km. A weight bearing capability up to 400 lbs while running is
required to allow testing of SAR and Firefighter and their gear.
Technical Requirements
An example of the mandatory specifications is provided below.
Refer to the Request for Proposal for a complete list of the
mandatory minimum performance specifications.
Upgraded inclination must be up to 25 degree and Capable of
speed up to 15 mph for SAR testing. Must eliminate or reduce the
friction and drag that a runner places on a treadmill. Must
perform 320,000 km before running surface requires significant
maintenance such as potential replacement.The manufacturer must
demonstrate that technology has been incorporated into reducing
the absorption impact from the running surface on their
treadmills. The surface will reduce harmful shock on the
connective tissue, joints and muscles on the human body without
being too soft to change proper biomechanics in the running
techniques. The treadmill must be fitted with a running surface
comprised of shock absorbing slats scientifically proven to
reduce harmful shock to joints, muscles and connective tissue.
A weight bearing capability up to 400 lbs is required to allow
testing of SAR and Firefighter and their gear.
The Bidder must submit supporting documentation demonstrating
that the PROPOSED MAKE AND MODEL meets the minimum requirements
as listed in the Request for Proposal.

The Crown retains the right to negotiate with suppliers on any
procurement.
