1. ACAN Explanation
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a Contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a Statement of Capabilities. If no
supplier submits a Statement of Capabilities that meets the
Minimal Essental Requirements as listed in the ACAN, on or
before the closing date stated in the ACAN, the Contracting
Officer may then proceed with the award of a Contract.
2. Definition of Requirement
The Department of National Defence has a requirement for the
supply of ninety two (92) Pocket Laser Range Finders that will
have the optical and range capabilities required for its
multiple uses and withstand the rigors of austere and extreme
operational conditions. This requirement also includes an
option for up to an additional ninety two (92) Pocket Laser
Range Finders.
3. Criteria for Assessment of the Statement of Capabilities
3.1 Minimum Essential Requirements
Any interested supplier must demonstrate by way of a Statement
of Capabilities that it can supply Pocket Laser Range Finders
that meet the following specifications:
(a) Be designed to work in conjunction with the Defence Advanced
GPS Receiver (DAGR) military global position receiver;
(b) Be waterproof to a minimum ten (10) meters for 30 minutes;
(c) Have an eye safe laser that is a minimum 1550 nano-meters
(nm);
(d) A minimum range of 3000 meters;
(e) A minimum magnification of 6X;
(f) Have an integral digital magnetic compass for azimuth and
elevation calculation which displays slope distance, azimuth,
inclination, horizontal distance, vertical distance and the
distance between two (2) objects;
(g) Be capable of multi target ranging within the line of sight;
(h) Have unit settings in the display for both metric and
standard;
(i) A maximum weight of 750 grams;
(j) Maximum dimensions of 1500mm in length, 100mm in width and
75mm in height;
(k) Meet mil-spec 410 and 461;
(l) Single button operation;
(m) Bluetooth compatible; and
(n) Have the ability to accept a PVS device for night vision.
4. Applicability of Trade Agreements
This requirement comes under the Federal Supply Classification
(FSC) 5855, Night Vision Equipment, Emitted and Reflected
Radiation, and, as such, is excluded from other Trade Agreements
(i.e. NAFTA, CPFTA, CCFTA and WTO-AGP) with the exception of the
Agreement on Internal Trade (AIT).
5. Justification, Name and Address of the Proposed Contractor
It is Canada's intention to award a Contract to Twenty20 Insight
Inc. (1135 St Germain Crescent, Ottawa, ON., K1C 2L7) who is the
only known supplier capable of performing this work.
6. Required Delivery Date
The required delivery date is: on or before October 15, 2012 (at
the latest).
The option for an additional ninety two (92) Pocket Laser Range
Finders may be excercised anytime within eighteen (18) months
after Contract Award.
7. Suppliers' Right to Submit a Statement of Capabilities
Suppliers who consider themselves fully qualified and available
to provide the services and/or goods described herein, may
submit a Statement of Capabilities in writing to the contact
person identified in this notice on or before the closing date
of this notice. The statement of capabilities must clearly
demonstrate how the supplier meets the advertised requirements.
Statements of Capabilities may be submitted in either Official
Language of Canada.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
