REQUIREMENT:
The Canadian Museum of Nature (CMN) has a requirement to replace nine (9) thermalcyclers, eight (8) Eppendorf Mastercyclers pro S and one (1) Eppendorf Mastercycler pro S with control to control fiev (5) thermalcylers. The control panel and Thermalcycler modules must be compatible with existing thermalcyclers. All accessories must be included to assure a full function of the equipments. The sample capacity must be of 96 x 0.2ml tubes or one PCR plate and must be able to accommodate any tube or plate, not specific to the instrument, i.e. un skirted, semi skirted or skirted. The temperature control range of the block must be 4-99 degrees Celsius and have a temperature control in Fast and Standard mode and will both be available in gradient mode. The gradient block must have over 12 row (left to right), a gradient temperature range of 1 -24 degrees Celsius, the lid temperature range of 37 -110 degrees Celsius and will have a lid descent and closing pressure to minimize the evaporation rate to 3%. The block homogeneity at 20-72 degrees Celsius will be = ±0.3 degrees Celsius and at 90 degrees Celsius of = ± 0.4 degrees Celsius. The block temperature accuracy will be at ± 0.2 degrees Celsius. There will be a heating rate approx 6 degrees Celsius/ second up to 8 degrees Celsius/ second for impulse or hotstart and a cooling rate of approx 4.5 degrees Celsius/ second.
The equipment will have a minimum two (2) year warranty on parts and labour.
The estimated value of the potential procurement is $96 644.00, taxes excluded.
PERIOD OF CONTRACT:
The contract will be effective upon contract award.
You are hereby notified that the Canadian Museum of Nature intends to solicit a bid and negotiate with one firm as identified above.
The reason for single tendering are:
Subarticles 506.12(a) and 506.12(b) of the AIT permit single tendering in circumstances where there is a requirement to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licenses, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative; and where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than (15) calendar days, indicating to the supplier community that it intents to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Canadian Museum of Nature reference number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Canadian Museum of Nature retains the right to negotiate with supplier on any procurement.
