This solicitation document will consist of a combined Invitation
to Tender for Elevator Modernization Construction Project and
Long-Term Elevator Maintenance services for Ten years (10) for
the elevators. This combined Invitation to Tender will result in
two separate contracts to cover both construction and
maintenance. Both contracts will be awarded on the same date to
the one selected contractor. The work of the maintenance
contract is to commence upon award of the construction contract.
Modernization of Elevators is to be completed within (5) months
from date of contract award.
The work of this contract comprises of the replacement of the
equipment for one geared freight elevator and the equipment and
finishes for one hydraulic passenger elevator and related
machinery as well as related minor interior renovations of the
Government of Canada Building.
Due to the nature of work, some of the specific construction
activities shall be carried out during off-hours and on weekends.
The package is presented as two distinct Invitations to Tender
as follows:
Invitation to Tender "A"- Construction Works- Elevator
Modernization
Invitation to Tender "B"- Elevating Devices Maintenance
To be considered for this project:
(1) Tenderers are required to submit responsive tenders for
both invitations.
(2) Tenderers MUST be on the List of Prequalified Elevator
Upgrade and Maintenance Contractors for ALL equipment involving
Electric Elevators, Geared and Gearless Type and Hydraulic
Elevators.
Failure to meet the above two criteria will result in tenderers
being non-responsive and not considered for either the
construction or maintenance contract.
NOTICE/CLARIFICATION
The successful tenderer who will be awarded both contracts must
undertake all duties and responsibilities that a General
Contractor undertakes in a standard construction contract, all
as referred in the standard construction contracts. (GC19)

It is recommended that the Bidder or a representative of the
Bidder visit the work site.
to examine the scope of work and visit existing site conditions.
Arrangements have been made for a tour of the work . The site
visit will be held on October 26, 2012 at 11:00 A.M.
at the site, Main Entrance, Government of Canada Building. 130

Bidders are requested to communicate with the Contracting

attendance and provide the name(s) of the person(s) who will
attend. Bidders may be requested to sign an attendance form.
Bidders who do not attend or send a representative will not be
given an alternative appointment but they will not be precluded
from submitting a bid. Any clarifications or changes to the bid
solicitation resulting from the site visit will be included as
an amendment to the bid solicitation.
The duration of the Modernization of the Elevators is to be
completed within (5) months from the date of notification of
acceptance of the offer.
Drawings and Specifications are now available for viewing and
downloading in a Portable Document Format (PDF) or in a standard
paper version. Tenderers should note that Attachment 1 (ATT 1)
contains the Drawings and Specifications Package (DSP) which
consists of PDF files organized in an industry recognized
directory structure.
Standard Terms and Conditions for this procurement are
incorporated by reference into, and form part of the Tender and
Contract Documents. The Standard documents are issued by Public
Works and Government Services Canada and may be viewed on the
