previous bid solicitation number 31034-149492/A with a closing
of October 21, 2014 at 2:00 PM PDT.
The National Research Council (NRC) requires research and
development services in support of feasibility testing on the
NFIRAOS / IRIS interface design. (This will include testing
mechanical and thermal performance of proposed interface design
via the prototyping of key elements. As described in the
documents, NRC Herzberg will design and build several critical
components used within this interface while the successful
bidder designs the other elements as required.
Contractors bidding on this requirement must meet the required
delivery dates as these are essential towards Canada meeting its
deliverables towards the set timelines of the TMT project
office.
PROTOTYPE SNOUT TEST
The goal of this phase is proof of design concepts of the
elements of the Optics Enclosure by prototype testing. By
building and testing the Port Prototype, this will verify the
feasibility of the fabrication concept for ENCL panels and its
thermal performance. Similarly, the prototype test will also
verify the proposed instrument (snout) port design and
instrument exchange process will be tested.
The requirement is subject to the provisions of the Agreement on
Internal Trade (AIT).
The National Research Council has determined that any
intellectual property rights arising from the performance of the
Work under the resulting contract will belong to Canada, on the
following grounds:
The main purpose of the contract, or of the deliverables
contracted for, is to deliver a component or subsystem that will
be incorporated into a complete system at a later date, as a
prerequisite to the planned transfer of the complete system to
the private sector, through licensing or assignment of
ownership, for purposes of commercial exploitation.
Due to the highly technical nature of the design documents, they
are only available in English.
Public design documents are attached to the solicitation. Other
documents referenced in the solicitation require submission of
the completed Annex D Non-disclosure agreement directly to the
Contracting Authority specified herein in order to be given
access to the documents.
