Nature of Requirements:
Correctional Services Canada (CSC) have a requirement for the
purchase of three (3) dry toilettes "Drugloo" model Covert.
Drugloo Covert comprises: a) main inspection / recovery unit;
b) mains to 12 volt dc power supply; c) specimen collecting
pot; d) 6 carton of 4 x 2,5 liter DL6 Anti-microbial
concentrate; e) installation guide; and f) operators manual.
The required dry toilette shall be manufactured from stainless
steel, with laminated glass viewing panels, internal plumbing of
suitable materials with its waste pumps together with other
electrical items being powered by 12volt power supply. An
internal dosing unit shall provide the active sprays with a
precise amount of anti-microbial concentrate to sanitize any
recovered items and also sanitize the interior surfaces in
contact with the passed products.
It is proposed to negotiate on a sole source basis with Drugloo
(UK) Ltd, Essex who is the only known source of supply of a dry
toilette which can meet the mandatory requirements required by
CSC, some of which are as follows:
Separating recovering items from unwanted matter shall be
performed within the unit using the internal wash sprays and
moving recovery chamber base, all of which must be controlled
from outside the unit. The BSRE shall use fresh water delivered
from the mains via a flexible hose (provided) with the waste
being discharged into a convenient WC bowl.
· The correctional officer must not have to manipulate
excrements;
· The equipment shall be conceived in order to limit the odours;
· If drugs are found in the excrements, they must be disinfected
before being recuperated by the correctional officer;
· The equipment must be easily cleanable, without having an
employee unduly exposing himself to the excrements;
· Given that spaces are limited in a cell, the equipment must be
compact; we must install it in limited space. We cannot
condemn a cell for this sole purpose. Maximum dimension:
16'' long X 16'' wide X 60'' high;
· Sanitary sewer pipe 4'' obligatory;
· Water requirements: Supply of fresh water at 55 psi at 2.5
gallon per minute

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
