Title:
Heavy Lift Transport of Two Mid-Shore Patron Vessels to the Pacific Coast
Introduction:
Canada requires the transport of two Mid-Shore Patrol Vessels (MSPVs), each being 42.8 metres long by 7 metres wide and each of 265.8 tonnes operating displacement, aboard a larger vessel with heavy-lift capability. This one-way transport voyage, carrying two Canadian Coast Guard vessels is expected to commence in late fall 2014 from Halifax, Nova Scotia, on the Atlantic coast of Canada, arriving at the destination port, Victoria, British Columbia, on the Pacific coast of Canada. This winning bidder will be responsible for the arranging and payment of insurance for the new CCG vessels throughout the voyage, paying for any licences required and paying any tariffs which might be incurred in making this voyage between oceans. Title to the vessels to be transported in this Contract shall vest in Canada upon payment of invoiced amounts and shall remain so vested at all times.
Purpose:
Canada requires a one-time, one-way transport service, to move two small ships from the East Coast to the West Coast of Canada. This transport service is required because both vessels are being built in Halifax, Nova Scotia and after their Acceptance by CCG, the vessels’ home-ports will become Victoria, British Columbia and they will be working along the Canadian section of the Pacific coast.
A) The winning Contractor shall arrange to meet the CCG at Halifax, Nova Scotia and take over temporary care and custody of two Mid-Shore Patrol Vessels (MSPVs) from the CCG at Bedford Institute of Oceanography docks, Dartmouth, Nova Scotia, for the purpose of transport to the Pacific coast of Canada. Video will be taken to validate the condition of the two MSPVs, before turning over custody of the vessels to the winning Contractor.
B) The winning Contractor will safely load the two MSPVs onto their heavy-lift vessel in the harbour at Halifax, so that the MSPVs are clear of the water, and so that the MSPVs are fully supported and safely stowed for any weather and sea conditions likely to be encountered on the ocean voyage between Halifax and the Pacific coast. Towing or sailing of the two MSPVs at any point during the Contracted delivery voyage is not permitted. Satisfactory loading can be recognized with a first payment (milestone).
C) Crew-members of the winning Contractor will navigate their heavy-lift vessel, carrying the two MSPVs owned by CCG, from Halifax, Nova Scotia, on Canada’s East coast to the local area of Victoria, British Columbia, on Canada’s West coast, complying with all applicable regional and international regulations, rules and guidelines.
D) The winning Contractor will unload both MSPVs at a port agreed upon by both parties to the Contract, while fulfilling all obligations and requirements relevant to heavy-lift unloading in that country. The destination port is Victoria, B.C., but depending on the type of heavy-lift vessel used as a carrier, CCG realizes that unloading of the MSPVs might not be possible at that port.
E) Canada requires an update message on the progress of the heavy-lift voyages every two days; this may be in the form of an e-mail sent through satellite communications by the Contractor’s crew.
F) The Contractor will contact Canada at the time of unloading to advise that a CCG crew is needed for both vessels. Canada will consider the Contract to be successfully complete when both MSPVs have been delivered to CCG in the same condition as they were accepted by the Contractor, when loaded at Halifax. The condition of the unloaded vessels will be compared to video which was taken before loading and the value of any damage to either vessel sustained during transport will be considered against the award of the delivery (milestone) payment.

Experience The proposed bidder must demonstrate completed heavy-lift transport projects or project-cargo moves in the previous four (4) years, including at least one sea-voyage transport Bidders must demonstrate they have successfully provided services similar to those identified in the statement of work (SOW) at Annex A. To

- a detailed outline of the services provided; and
- contact names, positions/titles and contact information (telephone numbers, email addresses, etc.) for verification purposes.

Reliability a)The proposed bidder must show documentation indicating that their heavy-lift operation is currently and completely covered by the appropriate level of Marine insurance for the year 2014.
b) The bidder must show that their vessel complies with all of the rules of one of the major Classification Societies recognized by Transport Canada; Nippon Kaiji Kyokai, The American Bureau of Shipping, Lloyd’s Register, Germanischer Lloyd or Det Norske Veritas
A copy of the insurance certificates, permits, certifications and licenses is to be included in the bidders’ proposal at time of bid closing.

License Agreements The proposed bidder must show a heavy transport plan, by documentation or by video presentation, detailing how the bidder proposes to transport the two (2) CCG vessels. The CCG requires that the two (2) CCG vessels shall be transported clear of all water as detailed in SOW
