Nature of Requirements:
ULTRA HIGH SPEED CENTRIFUGE
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The National Research Council Canada has a requirement for one (1) Ultra High Speed Centrifuge for a delivery to Ottawa, Ontario. The delivery is required by June 27, 2016.
3. Criteria for assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system meets the following requirements:
NRC Sussex Laboratory’s Requirement for a high speed SW32Ti swivel Rotor
The SW32Ti rotor is completely compatible with Beckman Coulter LE-80 ultracentrifuge currently on inventory. It is not possible to substitute other rotors from other centrifuges as the latter would not be recognized by the centrifuge and therefore wouldn’t work.
Our laboratory is in need of a swinging bucket rotor that meets the following specifications to address our applications’ needs.
- A swinging bucket rotor which has been manufactured by Beckman Coulter to fit the Beckman Coulter-manufactured class H, R and S (Optima L/LE series) preparative ultracentrifuges.
- The rotor must develop a maximum g-force of 175,000 xg and allow forthe separation of subcellular particles and viruses in density gradients.
- The rotor must be designed to centrifuge up to six tubes each.
- This rotor must allow for top-loading.
- The rotor must have a common rotor body with rotor SW32.1Ti and therefore rotor buckets should be interchangeable, if needed, between rotors SW32Ti and SW32.1Ti (top-loading smaller volume alternative), thus increasing rotor’s capability and versatility.
- The rotor body and buckets must be made of titanium and finished with polyurethane paint.
- The rotor must go inside a Beckman Coulter ultracentrifuge equipped with a photoelectric detector which monitors the overspeed disk on the rotor bottom and will shut down the run if a speed exceeding themaximum allowable run speed is detected.
- The rotor must be versatile and must accommodate Beckman Coulter ultracentrifuge tubes such as open-top Ultra Clear, open-top thickwall polypropylene and polycarbonate, QuickSeal, Konical and OptiSeal tubes.
- The rotor must allow fittingthe 38.5 mL (25 x 89mm) and 31 mL (25 x 89 mm) tubes without the use of adapters.
- The rotor must allow fitting other tube volumes such as: 33.5mL, 32.4mL, 31.5mL, 28mL, 27mL, 25.5mL, 22.5mL, 15mL, and 8.4mL with adapters.
- The rotor and all rotorcomponents, except those made of Noryl, can be autoclaved at 121°C for up to an hour.
- Must be warranted against defects in materials or workmanship for the time periods indicated below, subject to the Warranty Conditions indicated in the rotor manual. (5 years- no proration)
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
Agreement onInternal Trade (AIT)
North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
The only known supplier of Ultra High Speed Centrifuge meeting all the above required technical specifications is Beckman Coulter Canada. For this reason, it is proposed to negotiate this requirement with Beckman Coulter Canada.
6. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the:
Agreement on Internal Trade (AIT) - Article 506.12(b)
