The Cloud Physics and Severe Weather Research Section of the
Department of Environment Canada (EC) requires an Unmanned
Aerial Vehicle (UAV) and one (1) additional spare sensor for the
PAN AM Olympics supersite. The instrument will be used to
measure 2D wind components as well as turbulence. It must also
be easily portable for various operational requirements. The
Unmanned Aerial Vehicle will also be used to take boundary layer
measurements of temperature, wind, relative humidity, aerosol
concentration, and air quality related parameters such as CO2
and CH4.
The boundary layer profiling that the instrument will be
performing, is critical for sportive activities during PAN AM
Olympics and for GEM model satellite validations. The device
will also be used for Arctic studies and for ice nucleation
studies post PAN AM games.
The delivery of the UAV and sensor are requested for 12 weeks
after contract award.
The Contractor must provide an in-person training program at the
Contractor's site for two (2) designated Environment Canada
employees. The UAV training solution must include the topics of
installation, required maintenance, common issues & solution
examples, and UAV flying requirements. UAV Software training
must also be provided.
The Contractor must provide performance checks on the data
quality and operational effectiveness of the UAV for five (5)
years commencing from the date of installation completion.
The Contractor must provide an extended warranty period of four
(4) additional years beyond the initial 1 year warranty period.
A bid must comply with the requirements of the bid solicitation
and meet all mandatory technical evaluation criteria to be
declared responsive. The responsive bid with the lowest
evaluated price will be recommended for award of a contract.
