Question was raised "Can you confirm if it is intended that para 5.1.4 of the subject RFP applies to all items or only select items?"5.1.4 Certificate of Authenticity from the Original Equipment Manufacturer (OEM) The Bidder must provide a certificate of authenticity from the original equipment manufacturer (OEM) attesting that all goods proposed have been obtained from an authorized distributor.
Many of the items are commercial off the shelf items (v belts, washers) available from a large number of distributors and/or resellers and websites and I do not believe it would be reasonable to expect that the OEM will be willing to provide such certification.
Would Canada consider not applying the above requirement to items 1 through 8?
Could you also confirm the packaging requirement for item 7 & 8? Will each of the 500 washers (for each delivery location) need to be packaged and labelled separately?

Response from TA:
Clause 5.1.4 is confirming that the parts are coming from a reputable supplier. I understand their concerns but if we discard it, we are open to getting knock offs with questionable serviceability issues. The 500 washers (UE 1 Each), the packaging can be changed to no more than 5 per package.

The Crown retains the rights to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
Design Data List (DDL)
The requirement contains DDL, drawings and specifications. To order a copy of the DDL, drawings, and specifications, bidders must contact the Contracting Authority by email and provide their full mailing address. If bidders have not received the documents at least ten (10) calendar days prior to bid closing date, bidders should communicate with the Contracting Authority.

“Annex C – Non-Disclosure Agreement” must be signed by the bidder.

Debriefings
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days from receipt of the results of the bid solicitation process. The debriefing may be provided in writing, by telephone or in person.
