delivered to Boucherville, Quebec, by March 28, 2013, at the
latest.
The equipment needed (Q800 DMA) is the only instrument on the
market that can be connected to a relative humidity control unit
with a temperature range of 5°C-120°C accurate within ±0.5°C.
The relative humidity control unit must be capable of being
operated in isothermal mode, in temperature-ramp mode and in
isohume mode or humidity-ramp mode. The relative humidity
control unit must be equipped with a heating/cooling rate
control accurate within ±1°C over the entire temperature range.
The relative humidity control unit must be equipped with a
humidity maintenance control accurate within ±3% RH between 5
and 90% RH and between 5% >90% RH. The DMA Q800 must use
Universal Analysis Software to share data between the different
measurement techniques.
The only known supplier of a dynamic mechanical thermal analyzer
that meets all of the technical specifications required is TA
Instruments/model Q800 DMA. For this reason, it is proposed to
negotiate with the manufacturer, TA Instruments - Waters LLC,
