TIER 1 BID SOLICITATION
FOR A CONTRACT AGAINST A SUPPLY ARRANGEMENT FOR TASK PROFESSIONAL SERVICES (TSPS) (TASK BASED)
2 X ORGANIZATION DEVELOPMENT CONSULTANT - LEVEL 3 (SENIOR)

Only selected TSPS SA Holders currently holding a TSPS SA for Tier 1 in the National Capital Region (Ottawa/Gatineau) under the E60ZT-18TSPS series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date.

The maximum email file size that the Canadian Institutes of Health Research is capable of receiving is 35 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

REQUIREMENT

The Canadian Institutes of Health Research requires individual the professional services of a team of consultants including 2 organizational development consultants for a eight (8) month period commencing at contract award (estimated July 2026). The Contractor must help for the resources alignment review in the organization.

PERIOD OF CONTRACT / DELIVERY DATE

Contract Period: The "Contract Period" is the entire period of time during which the Contractor is obliged to perform the Work, which includes:
i) The "Initial Contract Period", which begins on the date the Contract is awarded and ends 8 months later.

SECURITY REQUIREMENT

There is a security requirement associated with this bid solicitation.

New personnel security clearance requests will require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting.

Enquiries regarding this solicitation must be submitted in writing (p••••••••@••••••••.••.ca) and should be received no later than 3 business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

INFORMATION

The Crown retains the right to negotiate with suppliers on any procurement.
