RFP 26-58075 Radio frequency (RF) test and measurement suite

OBJECTIVE
NRC requires a radio frequency (RF) test and measurement suite consisting of: a signal generator that is capable of generating from 10 kHz to 50 GHz and has a frequency multiplier that connects to, and can be controlled by, the signal generator; a signal/spectrum analyzer capable of measuring up to 50 GHz; and a vector network analyzer capable of operating up to 44 GHz. NRC is seeking one compatible solution that includes the Signal Generator, Frequency Multiplier/Extender, Signal/Spectrum Analyzer and Vector Network Analyzer.

BACKGROUND
RF test and measurement capabilities are becoming increasingly important in measurement science and quantum metrology. Many quantum sensing platforms rely on radiofrequency (RF) signals for control and readout, making precise RF generation, transmission, and measurement essential to accurate sensor operation. As quantum sensing technologies continue to advance, reliable RF instrumentation plays a critical role in enabling high fidelity measurements, system characterization, and experimental validation.

Signal Generator
RF signal generators are instruments that produce electrical signals, typically in the GHz (1×109 Hz), with the ability to tune the output frequency across a defined operating range. While these generators are available in many configurations and performance levels, the National Research Council Metrology Group requires a high performance system with excellent output quality to meet its operational and measurement needs.
For our applications, the generator must provide a stable output at the selected frequency. Output quality is primarily characterized by phase noise and harmonic specifications. Phase noise describes the short term stability of the signal around the desired frequency and is a key parameter affecting measurement precision. Harmonics are unwanted frequencies that are outputted along with the selected frequency and can interfere with measurements. Such frequencies must be low in magnitude compared to the selected frequency. Long term frequency stability can be improved by locking the generator to an external frequency reference. To support this capability, the system must accept a selectable external reference input of either 10 MHz or 100 MHz.
Operation at much higher frequencies, particularly above ~ 67 GHz, can be achieved using frequency multipliers. The required configuration therefore includes a multiplier capable of extending the signal generator output to the range of 110 to 170 GHz, with integrated control so that both the signal generator and the multiplier can be operated together through a single interface.

Signal/spectrum Analyzer
RF spectrum analyzers are electronic test instruments used to measure and display the magnitude of an input signal versus its frequency within a specified range, providing a visual representation of the signal’s frequency spectrum. It helps identify the strength, frequency, and presence of different signals, harmonics, spurious emissions, and noise. Spectrum analyzers are widely used in telecommunications, radar, broadcasting, and wireless system development to test signal integrity, diagnose interference issues, and ensure compliance with regulatory standards. For NRC Metrology, this analyzer will be used to measure the output or throughput of devices and sensors as a function of frequency, up to 50 GHz.

Vector Network Analyzer
RF vector network analyzers (VNA) are advanced electronic test instrument that measures both the magnitude and phase characteristics of electrical networks across a range of frequencies. It determines how RF components such as amplifiers, filters, antennas, and cables respond to signals by analyzing parameters like reflection (S11) and transmission (S21). VNAs are essential tools in designing, characterizing, and verifying high-frequency components and systems used in telecommunications, radar, aerospace, and wireless communications, and help optimize performance and ensure impedance matching and signal integrity. This VNA will help NRC Metrology characterize various RF components and systems at room temperature and at cryogenic temperatures.
