This amendment is required for:

A- extend the closing date of the ACAN to 2018/03/22 14:00 Eastern Daylight Time (EDT);

B- amend three mandatory technical specifications and add four mandatory technical specifications to point 3-Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) of the original ACAN dated February 28, 2018, below.

Remove: The system must be able to perform standard and advanced 3D and 2D measurement analysis, e.g. Motifs, spectral, vectorization, fractal dimension.

Insert: The system must be able to perform 3D and 2D measurements and export the scanned 3D and 2D data in x, y coordinates, which will allow the end user to perform advanced analysis, e.g. Motifs, spectral, vectorization, fractal dimension, using a third party software or an algorithm developed by the end-user.

Remove: The system must allow easy definition of line and area scans, lateral resolution, export raw data and images, real time displace, mapping and multi-language support.

Insert: The system must allow easy definition of line and area scans, lateral resolution, export raw data and images, real time displace, mapping.

Remove: The system must include advanced automation options including multi-sample handling macros, dual frequency for surfaces with varying reflectivity, pattern recognition, database communications, pass-fail limits, and line sensors.

Insert: The system must include advanced automation options including multi-sample handling macros, dual frequency for surfaces with varying reflectivity.

The next specifications are new specifications to be inserted following the originally published specifications:

Insert: The system must be able to identify patterns of the surface form (e.g. surface waviness).

Insert: The system must be able to communicate and export the scanned data of a certain project to a storage folder on a PC and export it in text or CSV files for reporting, comparison and/or further analysis of data using a third party software or an algorithm developed by the end-user.

Insert: The system must be able to detect different surface forms and enable the end-user to filter out such forms and export the filtered data in x-y coordinates to enable applying a pass-fail criteria or threshold value using a third party software or an algorithm developed by the end-user.

Insert: The system must be able to scan data along one single line, and export the scanned line data with respect to the relevant coordinate system.

All other specifications remain unchanged.

1-Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2-Definition of the requirement

The structures, Materials and Manufacturing (SMM) Laboratory in Montreal has a mandate to serve the aerospace manufacturing industry to be more competitive edge. To better serve the four research groups, it is required to perform 3D surface roughness measurement on large components. In some instances, the components are mounted on fixture inside gantry machines. As such, it is required to have a portable system for high precision optical profilometry measurement on large surfaces. The system has to be easily mounted on assemblies without impacting its accuracy. At the same time, the system has to be fast and without limitations in relation to the materials, surface finish, and wall angles to be inspected.

The work consists of delivering and installing a 3D portable optical chromatic confocal profilometer with all of its components, and giving the required training. The work has to be completed before March 29th, 2018. A full two year warranty is required and detailed in section 4.0.

Constraints
The equipment must be portable so as to be able to mount it on moving structures and robots to measure the 3D surface roughness for large components. The system size should be less or equal 30 x 30 x 20 cm.

3-Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:

Mandatory technical specifications

The delivered equipment must have the following specifications:

-The equipment must have a translation stage (XY) greater than or equal to 25 mm.

-The equipment must have a z-axis translation greater or equal to 30 mm.

-The maximum speed must be greater or equal to 20 mm/s.

-The vertical resolution must be less than 20 nm.

-The lateral resolution must be less 5 ?m.

-The profilometer must have the option to be adjusted to fit a placement system, rather than using the standard base provided. It must be capable of performing the measurements on workpieces with sizes up to 3 m x 3m x 3m.

-The equipment must have a motion control box and data acquisition sensor for up to 2 KHz.

-The system should allow for roughness, profile, dimensional, topography, shape and form measurements.

-The system must be able to perform standard and advanced 3D and 2D measurement analysis, e.g. Motifs, spectral, vectorization, fractal dimension.

-The system must allow easy definition of line and area scans, lateral resolution, export raw data and images, real time displace, mapping, and multi-language support.

-The system must allow for filtering, leveling, thresholding, zooming, area selection, and form removal tools.
-The system must include advanced automation options including multi-sample handling macros, dual frequency for surfaces with varying reflectivity, pattern recognition, database communications, pass-fail limits, and line sensors.

-The profilometer must have angular change and 90? vertical scanning.

-The preference is for compact mechanical structure.

-The equipment must be delivered with a Laptop Computer for 3D data acquisition and analysis software.

-The equipment must have a carrying case.
