This requirement is for the department of Fisheries and Oceans Canada.
TITLE: PROCUREMENT OF AN ACADEMIC EXCELLENCE SUPPORT FOR THE CANADIAN COAST GUARD COLLEGE.
INTRODUCTION
This contract is to provide resolution of the need to have a qualified Academic Specialist available to the following needs:
1) To provide training delivery of Instructor Development Modules to CCG and CCGC Instructional Staff, and
2) To provide Instructional Design support for the development of new Instructor Development Modules.
3) To provide Subject Matter Expertise on the science of education when and if the need arises.
BACKGROUND
The Canadian Coast Guard College (CCGC) has or is developing specific training modules designed to enhance the skills and knowledge of new and existing Subject Matter Experts (SMEs) in the areas of basic and advanced instruction.
The SMEs can be Master Mariners, Senior Marine Engineers, Marine Communications Officers and Electrical Technicians whom are hired to be instructors. The goal of these modules is to assure that SMEs who are selected to become CCG Instructors are given proper and sufficient instruction in the sciences of Teaching and Learning, thus enabling them to provide quality instruction in classroom, laboratory, simulators and live training locations.
The delivery of the identified training is mandatory and is required by the organizations that regulate the certifications required to deliver our regular programs. Specifically, many of our instructors (depending on the program that they will teach) must hold a certification proving that they have completed an Instructor Development Program that is accepted and authorized by a Provincial or Federal Accredited institution. Our programs are, or will be, authorized by Cape Breton University and by senior academic staff at the CCGC.
Because this work is infrequent, it is not possible to maintain someone on staff with the level of academic certification necessary. Further, it is mandatory, as will be explained herein, that the contractor have the ability to work at the highest levels of educational academic (Ph.D. or Masters in Education) accreditation and must also be able to work at an intermediate or advanced level in both official languages, French and English with courseware in the academic domain of Teaching and Learning.
ESTIMATED VALUE
The total value of this contract from this RFP shall not exceed $441,000.00 including travel and living expenses and three (3) year option periods and excluding all applicable taxes.
SECURITY REQUIREMENTS – UPON SUBMISSION AT THE TIME OF BID CLOSING
The Resource(s) must hold a valid Reliability Status granted by the Canadian and International Industrial Security Directorate (CIISD) of Public Work and Government Services Canada (PWGSC).
The Contractor, and/or its employees, must not remove any PROTECTED and/or CLASSIFIED information or assets from the identified work site(s).
The Contractor, and/or its employees, must not use its IT systems to electronically process, produce or store PROTECTED and/or CLASSIFIED information or data.
Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of Fisheries and Oceans Canada.
RESOURCE REQUIREMENT
DFO is seeking one (1) qualified contractor who will deliver the Services described in this Statement of Work.
Task authorizations for services will be issued on an “as-and-when required basis” by the project authority. Each TA must be signed by three parties (Contractor, Project Authority and the Contracting Officer) prior to start the work.
INTELLECTURAL PROPERTY
The Crown will own the intellectual property (IP) arising from this contract by invoking exception 6.4.1 & 6.5 of the Treasury Board Policy on 'Title to Intellectual Property Arising Under Crown Procurement Contract. The Crown will own the Foreground under 6.4.1 & 6.5, as the materials generated in this contract will generate knowledge and information for public dissemination.

M1 The proposed resource must hold a Master degree or a Ph.D from a recognized institution with specialization in the field of an Education. Proof of education shall be provided upon submission at the time of bid closing.
M2 The bidder/firm must include within their proposal a detailed curriculum vitae (c.v.) for each proposed resource named in their bid; c.v.’s must include chronological work experience (indicated in years/months) as well as a detailed listing of the experience, educational and professional designation attainments, as well as all other academic credentials for each proposed resource.
M3 The bidder/firm must provide two (2) written project summaries describing in detail, the bidders current/previous experience in successfully providing, in an official languages (French and English), course design, development and in-class delivery of training, within one or more client organizations during the past three (3) years.
Within each project summary provided, the bidder MUST include:
a) The name of the client organization;
b) A brief description of the scope and intent of the project;
c) The dates/duration of the project;
d) The names and role of Tenderer resources/personnel involved in the project;
e) The total Tenderer level of effort (in days) for the duration of the project;
f) An example of a lecture, presentation (10 slide maximum), and/or group exercise of the sample course which was designed, developed and delivered by the Tenderer; and,
g) The name, address and contact information of the individual to whom the Tenderer reported during the completion of the work described within the submitted project summary and who may be contacted to validate accuracy of the information provided by the Tenderer.
M4 The bidder/firm must demonstrate, using project descriptions that the proposed resource has experience the following activities in an official languages, French and English:
*Experience in course development and design; and
*Experience with in-class delivery of developed courseware.
M5 Clearance: The proposed resource must hold a valid Reliability security clearance upon submission at the time of bid closing.
M6 The bidder/firm must provide a signed copy of the Certifications of Availability detailed in Annex “C-1” to this Request for Proposal at the time of bid closing.
*** Proposals not meeting the above noted Mandatory Criteria shall be deemed non-compliant and therefore will not be given any further consideration.***
RATED REQUIREMENTS
R1) The bidder/firm should demonstrate, using project descriptions, that the proposed resource had experience working within the training directorate of a Canadian Central Government Department or Agency training program OR in an equivalent environment of the private sector.
1-2 years of experience = 4 points
3-5 years of experience = 8 points
6-8 years of experience = 12 points
+9 years of experience = 16 points
R2) The bidder/firm should demonstrate, using project descriptions, that the proposed resource had experience working in a training position where the courseware was dependent on an international standards or guidelines.
*International Standards or Guidelines are defined as specific standards established by a United Nations sub-group such as the International Maritime Organization (IMO) or the International Civil Aviation Organization (ICAO).

R3) The bidder/firm should demonstrate, using project descriptions, that the proposed resource had experience working and teaching in a skills based training program.
*Skills based training is training that takes place in an operational environment or simulated environment where there is usually a risk/safety concern.

R4) The bidder/firm should demonstrate, using project description, that the proposed resource had experience in the development of training programs such as (Instruction Design) of train-the-trainer OR higher level of instructor development courseware.

Development of training program (Instruction Design) or higher level of instructor development courseware 3-4 programs = 8 points

The Proposed Resource MUST obtain at least the minimum 70% Pass Mark.
BASIS FOR SELECTION:
The compliant bidder with the highest combined rated criteria points (75%) and price (25%) shall be selected as the best value supplier. An average hourly rate shall be used in the Best Value Determination if different hourly rate are bid for the initial year and the extension periods except that if a bidder quotes lower rates for the option year than for year one, the year one rate will be used for the purposes of evaluation.
