The Company is issuing this Advance Procurement Notice (“APN”) to provide interested parties with preliminary information regarding the Development Project as well as the competitive procurement process (the “Procurement Process”) that the Company expects to undertake to retain the Construction Manager.

This APN is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the Construction Manager or Development Project described herein.

The Development Project involves the development of approximately 23 hectares (57 acres) of land located at the former Transport Canada site known as Pointe-de-Longueuil in Longueuil, Québec (the “Site”). The Site will be transformed into a mixed-use community comprising residential, commercial, institutional, and community uses, including a housing project forming part of the first wave of housing projects to be undertaken by or on behalf of BCH.

Through the Procurement Process, the Company intends to retain the Construction Manager to provide pre-construction services and assume responsibility for managing and coordinating the work, procuring and administering trade contractors, and delivering the Development Project, together with such other services as may be required by the Company from time to time.

Subject to municipal approvals, remediation and infrastructure works are anticipated to commence in early 2027. The initial phase of the Development Project will focus on enabling works, environmental remediation, and horizontal infrastructure required to support future development phases, including site preparation and earthworks, utility installations, stormwater, sanitary sewer and watermain systems, roads, sidewalks, district energy infrastructure, landscaping, and related works.

The Development Project is expected to have an estimated total value range of between $100 million and $200 million.
