Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agencyintends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

Public Works and Government Services Canada (PWGSC), on behalf of its client, the Royal Canadian Mounted Police (RCMP), J Division has a requirement for the supply and delivery of one (1) Unmanned Aircraft System (UAV) with the option to purchase three (3) additional UAV’s.

Any interested supplies must demonstrate by way of a statement of capabilities that it meets the following Mandatory Requirements:

Mandatory Requirements

1 The system must be able to take off and land vertically.
2 The system must have the ability to land and take off automatically.
3 The entire system, including ground control station, battery, payload and air vehicle, must be man packable and carried by a single operator.
4 The System must be able to be folded or disassembled for compact transport and storage.
5 System must be supplied with a hard case for packing chargers/batteries, and spare parts as well as a padded soft backpack for the UAV and associated controller items for field deployment. The backpack shall be of such dimensions that the entire system can easily be carried by one person.
6 The air vehicle system, including control of air vehicle and control of camera, must be able to be operated by a single operator.
7 Notwithstanding current Transport Canada regulations, the system must be capable of beingsafely flown beyond line of site at low altitude (
