Health Services Accreditation
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
 Definition of requirement:
The Correctional Service of Canada (CSC) has a requirement to maintain its accreditation status to remain in compliance with its legislated mandate.
The Correctional Service of Canada’s Health Services Sector (CSC’s HSS) initiated the process to obtain its Accreditation status for the delivery of physical health care to offenders in November 2008. In December 2009, the HSS was awarded an Accreditation Primer. In September 2011 and 2014, CSC was provided with a report confirming that it had maintained its Accreditation status under the Qmentum Program which was, at that time, a three (3) year cycle. For CSC’s HSS to achieve its Accreditation status in 2018, its delivery of care is evaluated against a set of professionally accepted standards.
It is essential that CSC’s HSS continues to maintain its accreditation status to reinforce that CSC is in compliance with its legislated mandate under Section 86 of the Corrections and Conditional Release Act and its commitment of ensuring inmates have access to physical and mental healthcare that meet professional standards.
As well, by maintaining its Accreditation status CSC’s HSS will continue to address offenders’ health needs which will in turn assist them in participating in correctional programs that contribute to their successful reintegration and contribute to public health and safety.
1.2 Objectives:
The Objectives are:
1. Maintain relevant and current accreditation program and standards for CSC health services;
2. Provide ongoing technical advice and coordination to CSC health services in preparation for the 2018 accreditation process; and
3. Prepare and conduct accreditation surveys at CSC National and Regional Headquarters, Health Services Clinics, Regional Hospitals, Regional Pharmacies, Regional Treatment Centers and Community Mental Health.
1.3 Tasks:
The Contractor must perform the following tasks:
1.3.1 Accreditation program and standards for CSC Health Services:
a. The Contractor must provide all standards to be surveyed in the next Qmentum cycle (2018) one year prior to the first date of the national survey. The Contractor must also work with CSC on the following additional standards to determine whether they are required, and to adjust them to the CSC environment:

CSC Health Services Standard;
Leadership;
infection prevention and control;
managing medication;
diagnostic imaging (Ontario region only);
Mental Health Services;
Community-Based Mental Health Services and Supports

CSC will review the standards and submit a request for non applicable standards. The Contractor must review the request, discuss them with the CSC Project Authority and determine whether these standards are approved with the non applicable standards.
b. Only standards mutually agreed upon by the Contractor and CSC will be used during the 2018 survey.
1.3.2 Accreditation Surveys:
a. The Contractor must prepare and conduct accreditation surveys at CSC National and Regional Headquarters, Health Services Clinics including Mental Health in mainstream institutions, Regional Hospitals, Regional Pharmacies and Regional Treatment Centers and Community Mental Health, using a health system approach and standards recognised by the International Society for Quality in Health Care under Qmentum Program.
