Title: Labour Market Analysis of Primary Agriculture
Scope: The Temporary Foreign Worker (TFW) Program will undertake a labour market analysis of its primary agriculture streams, which will include:
A labour market analysis of the four options under the primary agriculture stream of the TFW Program- supported by qualitative and quantitative evidence and conducted by an independent, third-party consultant.
A review of current wage determination methodology for the primary agriculture sector and an analysis of potential alternative methods.
Recommendations on how to better align TFW Program employment practices with the Canadian Labour Market
Recommendations on how to establish a market-based deduction for housing provided to temporary foreign workers by employers.
Stakeholder engagement to gather facts and information to support research elements, as appropriate.
The results of this report will serve as the foundation for future national stakeholder consultations on potential administrative changes to the primary agriculture sector of TFW Program and the HUMA’s recommendation to expand the regulatory definition of primary agriculture.
