1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Air Toxics Unit of AQRD in Environment and Climate Change Canada (ECCC) requires a Thermal/Optical Carbon Analyzer to facilitate our routine analysis, method development and research of PM2.5 in ambient air on this system to ECCC’s mandate.
The successful supplier will provide a Thermal/Optical Carbon Analyzer, along with the necessary accessories that meet the minimum essential requirements list below.
3. Criteria for assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
1.Instrument
a) The equipment must have the following components: an analyzer with an automated boat loader to position a sample in an optical path in the volatilization furnace; an oxidizing conversion oven; a modulated diode laser system capable of producing light at seven wavelengths ranging from ~400 to ~1000 nm (including a wavelength close to 633 nm); a non-dispersive infrared (NDIR) CO2 detector; and an instrument controller to execute the analysis commands.
b) Analyzer must be operated by an instrument controller to perform OC/EC analysis.
c) Analyzer must have an automated sample boat loading system for introduction of a single
sample into the optical path in the combustion furnace.
d) Analyzer must have an oxidizing oven to convert carbon into CO2, which shall be detected by a non-dispersive infrared (NDIR) detector. The detector signal range shall accommodate a wide range of carbon concentrations from 0.2 µg C/cm2 to 500 µg C/cm2.
e) Pyrolysis must be continuously monitored by both reflectance and transmittance of modulated diode laser(s) (at wavelengths of approximately 405, 445, 532, 635, 780, 808, and 980 nm) and results shall be given for both modes of pyrolysis correction.
f) Analyzer must have an injection port to enable calibration with liquid standards such as KHP and sucrose solutions, and gaseous standards such as methane and CO2.
g) All high-temperature zones, from the sample furnace to the conversion oven, must be heated with active temperature controllers.
h) Analyzer must operate from AC power of 110-120 VAC, 60 Hz.
2. Data Acquisition and Reporting System
a. The Instrument Control System must have the following hardware features:
- Computer with 250 GB or greater hard disk, monitoring display, keyboard.
- Windows 10 or better operating system.
- USB and Ethernet ports for data transfer and archiving.
- Adequate performance to allow effective simultaneous operation of the analyzer with the provided instrument software, together with supplementary programs (such as Microsoft (MS) Excel, Word, and Access).
b. The Instrument Control System must have the following software features:
- Fully automated control of sample analysis. This includes acquiring data, quantitation, report generation, and the option to export data.
- Real-time integration monitoring in order for an instrument operator to track analysis progress.
- Automatic peak integration updates and/or batch reprocessing of changes to integration for a data set.
- Raw data may be stored as database tables and ASCII files for export.
- Thermograms may be exported as images into MS Word for publication.
3. Performance Specifications
a) Analysis protocols, such as IMPROVE_A, NIOSH 5040, and other variations (e.g.USEPA-STN or EUSAAR), must be able to be executed after a selection is made from a list of methods/protocols from the analysis command menu.
b) Analysis protocols may also be user programmable, including setting of temperature plateaus and hold times.
c) Sample oven must be programmable from ambient to 900°C; temperature accuracy must be within 1% or 5°C, whichever is greater.
d) The baseline signal must be within an NDIR response of 2 ppm (CO2), while the laser signal must have a standard variation of less than 2.5%.
e) A system blank analysis must show TC content below 0.3 µg C/cm2.
f) Minimum Detection Limit: After initial conditioning of the analyzer, the MDL, calculated with 3 standard deviations of replicate analyses of 20 quartz fiber filter blanks, must be
· 6.0 µg C/filter for organic carbon
· 2.0 µg C/filter for elemental carbon
g) Repeatability: The relative difference between duplicate analyses for Total Carbon (TC) must be
