NOTICE OF PROPOSED PROCUREMENT (NPP)
1. Description of Work:
NSERC, SSHRC, CIHR (the tri-agencies) are collaboratively pursuing a transformational agenda to modernize, harmonize and adapt their common business processes and enabling systems to deliver a modernized grants and award management solution.
The objective of this contract is to provide access to teams of qualified resources, to assist on an as-and-when-required basis in support of one (1) or more initiatives and sub-projects, either on-going or in the planning stages.
Due to the size, scale and complexity of the initiatives and sub-projects, it has been determined additional support is required to assist in the following areas:
1. Project management and planning services to contribute to the overall organization, governance, planning, management and day-to-day support for the planning and implementation of the transformation, joint and individual organizational initiatives, and sub-projects.
2. Business services to support the affirmation, articulation, establishment and implementation of effective and sustainable business and digital change.
3. Architecture services to provide expertise, planning, design and project support in the disciplines of technology, applications and specialization related to security and privacy for digital solutions that effectively enable the sustainable delivery of optimized business services.
Through the competitive process, contractors must qualify in all three (3) of the areas identified above.
2. Conflict of Interest:
A. NSERC plans to prepare bid solicitations in the context of the Tri-Agency Grants Management Solution (TGMS) Initiative. The Work to be performed by the Contractor(s) under this Contract is related to the preparation of bid solicitations for the TGMS Initiative, and may include participation in, or contribution to the drafting of statements of work and evaluation criteria, as well as conducting project assessments and providing advice and guidance related to the projects.
B. The Contractor agrees that, in order to avoid any Conflict of Interest or appearance of Conflict of Interest, the Contractor, its subcontractors and their respective employees or former employees involved in the Work under this Contract will not be eligible to bid, either as sole Bidder, Joint Venture or subcontractor to the Bidder on any bid solicitation related to the TGMS Initiative and other transformation projects, including but not limited to the project(s) listed below:
Procurement(s) for NSERC’s Tri-Agency Grants Management Solution (TGMS) solution under Notice of Proposed Procurement No. EN578-200468, and any subsequent procurements that may result from the notice.
Procurement(s) for other TGMS projects when the Work under this Contract is related to other TGMS projects as outlined in 2.A. above.
C. The Contractor, its subcontractors and their respective employees and former employees involved in the Work under this Contract will not be precluded from bidding on any subsequent solicitation for TGMS related work.
Any bid submitted contrary to the above paragraphs A & B will be declared non-responsive.
