Background
The Evaluation Directorate in the Public Health Agency of Canada (PHAC) and Health Canada (HC) is seeking consulting services to conduct an evaluation of the First Nations and Inuit Healthy Living (HL) and Healthy Child Development (HCD) community program components to be completed by May 31, 2014.
The objective of the evaluation is to systematically collect and analyze evidence to assess the relevance and performance (effectiveness, efficiency and economy) of the two components. This evaluation is required by the Financial Administration Act (FAA) and the 2009 Treasury Board Policy on Evaluation. The evaluation will provide Health Canada’s Deputy Minister and senior management with a comprehensive and reliable evidence base to support decisions regarding the continued implementation of the components’ present and future initiatives.
Scope of Work
The scope of the evaluation will include all First Nations and Inuit Health Branch (FNIHB) HL and HCD activities and will cover the following timeframes: a three year period (2010-2011 to 2012-2013) for HL and a five year period (2008-2009 to 2012-2013) for HCD. Primary and secondary data will be collected across all FNIHB regions to provide a national level evaluation of the HL and HCD components. These components include:
- The HL component funds and supports a suite of community-based programs, services, initiatives and strategies that aim to improve health outcomes associated with chronic diseases and injuries among First Nations and Inuit individuals, families and communities.
- The HCD component funds and supports community-based and culturally-relevant programming, services, initiatives and strategies that aim to improve health outcomes associated with First Nations and Inuit maternal, infant, child, and family health.
The evaluation will focus on all core issues included in the Government of Canada Policy on Evaluation (2009).
