Correctional Service Canada is seeking to purchase medical equipment that will measure liver stiffness and allow Correctional Service Canada to calculate the fibrosis level with patients who have Hepatitis C and to provide precise quantitative measurements of key liver parameters. A portable model is required in order to service all sites with one unit. Due to the size and the risks of damage to the full size device a portable model is the most cost effective and safest size to transport.

The suggested supplier is the only supplier that can provide a portable unit capable of measuring liver stiffness and allow the user to calculate the fibrosis level with patients who have Hepatitis C. The FibroScan mini 430 is the only device available. IT is the only ultrasonographic device that is made with ECHOSENS proprietary Vibration Controlled Transient Elastography ("VCTE") technology to generate precise quantitative measurements of key liver parameters. It quantifies liver stiffness, a physical parameter that measures a liver’s resistance to deformation. There are no other devices available on the market with this or other technology that can perform the same function this is protable. KNS CANADA is the exclusive distributor of ECHOSENS FibroScan product line in Canada. The FibroScan devices use proprietary Vibration Controlled Elastography (VCTE) which is owned by ECHOSENS and FibroScan is a registered trademark.
Correctional Service Canada, Health Services requires a portable model in order perform diagnostic testing on site and to be able to service all sites with one unit. Due to the size and the risks of damage to the full size device a portable model is the most cost effective and safest size to transport. The only portable model available for purchase is the FibroScan mini 430.

This requirement is subject to the NAFTA/CFTA. Limited Tendering Provisions is in accordance with the Trade Agreements, Articles 513 (b) (iii) of CFTA, Articles 1016.2 (b) of NAFTA, and Columbia/Peru Trade Agreements contain similar limited tendering provisions to those in the NAFTA.
