1) Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to awards a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting offer may then proceed with the award to the pre-identified supplier.
2) Definition of the requirement
The Canadian Coast Guard (CCG) has identified a requirement for a test set which may be used to test analogue and digital radio telecommunications systems. The purpose behind the requirement is to enable CCG trained technicians to effectively maintain and troubleshoot various radio systems.
3) Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
An interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
A. Mandatory Technical Specifications
- The unit must be portable to permit easy transportation and access to difficult to reach areas on-board various CCG vessels and remote communications sites.
- The unit must cover 10 MHz to 1 GHz.
- The unit must provide the ability to support full duplex testing for Analog FM radios and system tests; being capable of simultaneously generating and receiving RF signals.
- The unit must have a spectrum analyzer noise floor down to -140 dBm at 100 kHzspan typical.
- The unit must have a Channel/Spectrum Analyzer function and shall display both a Live trace and captured trace simultaneously.
- The unit must have the ability to demodulate AM/FM audio at any Channel/Spectrum Analyzer span setting.
-The unit’s built in spectrum analyzer must have an optional support for Occupied bandwidth measurement and have a Power between Markers function. Additionally, the instrument should also support trace storage and recall along with screen shots that can bestored internally and exported to memory stick.
- The unit must have an audio Level meter, SINAD meter and RF Level, viewable on the same screen, simultaneously. Configurable test sequences must also be available to guide users in a step-by-step fashion for making specific measurements.
- The unit must provide user configurable meters with color coded alarm set points.
- The unit must have a built-in Digital Multimeter capable of measuring AC/DC Volts, AC/DC Current as well as Ohms.
- The unit mustprovide an RF transmit/receive port that can withstand +52 dBm CW.
- The unit must provide a port used for off-air measurements that can withstand a continuous signal level of +10dBm.
- The unit must have the following specifications for generator spectral purity:
o Harmonics must be no higher than -30dBc.
o Non Harmonic spurious content must not be higher than -40dBc.
- The unit must provide duplex mode in which the user has separate control over modulation of generator and measurement receive functions.
- The unit must have a touch screen interface and provide a user configurable screen layout.
- The unit must provide power measurement accuracy of better than 7%.
- The unit must allow its time base to be externally referenced with a 10 MHzreference signal.
- The unit must include an external in-line power sensor capable of 120W (average) with at least 275W peak signals and a measurement accuracy of 5% or better. Measurement types must include average power, peak, burst and crest factor. The power meter must also measure forward power, reflected power and VSWR match.
- The unit must provide remote control operation through Ethernet including control of Duplex and Generation functions.
- The unit must be able to import frequency lists from a Microsoft Excel table.
- The unit must have the ability to be upgraded to support digital radio standards such as P25, DMR & NXDN.
- The unit must provide manufacturer approved AutoTest and AutoAlign capabilities for digital radios.
- The unit must have an integrated internal battery that is easily replaced by the user
- The unit must have a battery life of at least 2.5 to 3 hours.
- The unit must be ruggedized and be able to withstand a Shock of 30G.
- The unit must maintain operation onbattery to an altitude of 15,000ft.
- The unit must be provided with a calibration certificate.
4) Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s)
- Agreement on Internal Trade (AIT)
- North American Free Trade Agreement (NAFTA)
5) Justification for the Pre-Identified Supplier
There are no alternate sources of supply that can meet the mandatory technical specifications identified in part 3. For these reasons, it is proposed to negotiate a contract for this requirement with TestForce Systems Inc.
6) Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection6(d) - ?only one person or firm is capable of performing the contract?.
7) Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the:
- Agreement on Internal Trade (AIT) - Article 506.12.b - where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; (CAP code 71)
