This notice amendment is raised to re-include the original
notice of proposed procurement (NPP) entitled ORIGINAL NOTICE -

ORIGINAL NOTICE - AUDIT FOR SEMI-ANNUAL COMPLIANCE REVIEWS
This Request for proposal (RFP) is only for pre-qualified
Suppliers for Workstream 1, Internal Audit Services against the
Professional Audit Support Services (PASS) supply arrangement
(E60ZG-060004).
DESCRIPTION OF REQUIREMENT
Defence Construction Canada's (DDC) was delegated Financial
Administration Act (FAA) signing authority by the Minister of
National Defence to act as an intermediary for contracts managed
on behalf of DND.
Canada is seeking to establish a contract under Workstream 1,
Internal Audit Services to conduct semi-annual compliance
reviews, on behalf of the Department of National Defence (DND),
of Defence Construction Canada's (DDC) expenditure management
practices as it pertains to Section 33 and 34 of the FAA. The
audit is to provide assurance that DCC's financial management
processes are compliant with the Treasury Board's (TB)
Directives as defined in Annex A, Statement of Work.
LOCATION OF WORK
National Capital Region (NCR)
Resources may be required to travel to Canadian Forces bases
across the country as to be determined by the contractor.
DURATION OF CONTRACT
The contract should be from date of contract award to June 2014,
with one irrevocable option granted by the contractor to extend
the term of the contract by one additional year.
EVALUATION PROCESS
Mandatory and point-rated criteria with a minimum pass mark will
be used to determine the technical merit. The basis of selection
will be lowest evaluated price per point.
