Description of Work:
There are three parts to this contract:
PART 1 & 2 for an Initial Contract Period starting at contract award to March 31, 2019.
Part 1: The scope of the Part 1 is to design and implement the national database as a proof-of-concept dedicated to the Waterways Management program.
This implementation is for demonstrating and testing the PostGIS Raster type approach into PostgreSQL applied to channel bottom conditions data covering all Canadian waterways for more than 20 years. The choice of PostgreSQL is based on three key factors:
PostgreSQL with its PostGIS spatial extension is already used by Waterways Management for the bathymetric data management (raw data);
PostgreSQL with its PostGIS spatial extension already supports the type of vector and raster data which we want channel bottom conditions interact with as contextual data such as date and time, survey sections, channel limits, aids to navigation, water level observations and forecasts, AIS data, etc.;
Conclusive tests in regards to the use of PostGIS Raster data type have already been done. Functional Python scripts demonstrating the PostGIS Raster data type concept applied to channel bottom conditions data have already been developed, but must be refactored and optimized before being integrated.
Part 2: The scope of the Part 2 is to design and implement Web services and a REST API for the publication of channel bottom conditions compliant with Open Geospatial Consortium (OGC) Web Map Service (WMS) and Web Coverage Service (WCS) specifications through the e-Navigation Maritime Information Portal.
PART 3 – For Option 1 Period starting from April 1, 2019 to March 31, 2020
Part 3: The scope of the Part 3 is to design, implement and demonstrate, as a proof-of-concept, a new Avadepth Web infrastructure capable of supporting the publication of channel bottom conditions for all Canadian Waterways in a national perspective.
